Description

JOB PURPOSE:

Under the direction of the Chief Security Officer, the Security Manager serves as the unifying focal point during their assigned shift for all security and security-related operations to ensure appropriate levels of security are established and all security protocols are being enforced. The Security Manager will manage the lead security analyst, security analysts, access control coordinator, security and parking coordinator, as well as any third-party security vendor(s). The Security Manager will provide operational management for all security needs at Pecos Children’s Center, including but not limited to the management of surveillance cameras, security equipment, and access control during an assigned shift. The Security Manager will develop and evaluate security staffing levels, conducts security risk assessments, evaluates equipment and vehicle readiness and requirements, and oversees, implements, and develops security training curriculum and exercises.

 
Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

  • Monitor and evaluate security operations with the goal of developing ideas and activities that will allow staff to perform security functions in the most effective and efficient method while ensuring the safety and security of staff and Unaccompanied Children.
  • Responsible for the development, management, delivery, and evaluation of security/emergency management training, in conjunction with third-party security providers, security shift supervisors, security officers, lead security analyst, security analyst, and staff from various departments.
  • Observes employee performance and rewards or disciplines staff as appropriate based on performance or code of conduct, policy, or other violations. Provides training, development, mentoring, and evaluation of security-related staff.
  • In consultation with Human Resources and security leadership staff, makes hiring recommendations for security personnel.
  • Administers all security-related policies, rules, and procedures and directs subordinates in carrying out day-to-day security-related duties.
  • Reviews, assesses, and updates emergency plans, post orders, and security policies and procedures, developing plans and providing recommendations as needed.
  • Remains current on issues regarding changes to technology and laws, ordinances, rules and procedures affecting the security industry to ensure compliance and the safety and security of all stakeholders.
  • Collaborate with other departments to identify security needs or concerns surrounding visitations to PCC.
  • Conducts or assists with internal investigations and may assist other departments in gathering information.
  • Remains cognizant of all security contracts and performance requirements, and reviews staffing in order to perform cost analyses.
  • Responds to and assists subordinates when responding to emergency calls for service and acts as Incident Commander when applicable.
  • Assist with emergency preparedness efforts, directing security officers, security analysts, and other staff during training and drills of emergency response plans, procedures, and protocols.
  • Liaise with federal, state, and local law enforcement agencies, fire, EMS, and emergency management agencies to coordinate operations, detect and deter crime and terrorism, and prepare for and respond to emergencies at PCC facilities. Develop relationships with surrounding communities and facilities to respond effectively to emergencies that may impact PCC facilities.
  • Works with the Safety team to test alarm systems, detect safety hazards, and ensures that safety rules are enforced.
  • Conducts threat and risk assessments to determine the vulnerabilities of internal and external threats.
  • Identify and assess threat mitigation strategies to eliminate or reduce threats and risks and presents recommendations to the security leadership team.
  • Other duties as assigned.

ESSENTIAL QUALIFICATIONS:

EDUCATION: High School diploma or GED; a college degree preferred.

EXPERIENCE: Minimum five (5) years of hands-on security or law enforcement experience in a school, hospital, college, private venue, corporation, public agency, or military. A minimum of three (3) years of supervisory experience in civilian or military security or law enforcement field is required.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.

LICENSES: Driver’s License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to Pecos Children’s Center and various locations with such frequency as the business need dictates. Clear police record and ability to qualify for Texas State security licensing under existing regulations required. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must be able to obtain and maintain a Federal Background Clearance.
