Description

JOB PURPOSE:

Under the direction of the PCC Associate Director for Compliance, the Quality Assurance & PSA (Prevention of Sexual Abuse) Manager assures the quality of all PCC compliance efforts by providing on-the-ground support for policy implementation. This requires familiarity with all PCC SOPs and the ability to operationalize tracking and compliance methodologies to assure that policy is implemented and revised as operational necessity requires.

 
Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

  • Develop and maintain familiarity with the quality assurance initiatives and efforts within the various departments of PCC
  • Develop and maintain familiarity with the ORR Interim Final rule and all related policies, attending updates and briefings from ORR as may be offered to assure up to date policies and procedures at PCC for the Detection and Prevention of Sexual Abuse, Sexual Harassment and Inappropriate Sexual Behavior at PCC.
  • Serve as Point of Contact for ORR’s PSA Coordinator, responding promptly to all requests in conjunction with the PCC Associate Director for Compliance.
  • Prepare and put up required signage in the common areas of the PCC campus to keep the PCC in compliance with PSA requirements.
  • Review all compliance reporting daily (from compliance liaisons, safety or security) and assure critical issues are raised to Migrant Services compliance leadership.
  • Participate in or oversee the execution of corrective action plans as required. Corrective Action plans may result from official monitoring by ORR or from internal compliance auditing.
  • Collaborate with the Migrant Services Project Specialist in the production of routine compliance reports, focusing on mitigating strategies, focusing on automation to improve data quality.
  • Brief Endeavors' leadership at the local and HQ level on the status of ongoing projects, current affairs at the PCC and related operational issues.
  • Draft, review and edit policy and procedure, and Standard Operating Procedure documents.
  • Create checklists and scorecards aimed at improving program or operational quality and staff's adherence to the required standard operating procedures.
  • Complete statistical analysis/assessments of the outcome of the scorecards surrounding the adherence to standard operating procedures in order to calculate/determine/identify digressing/improving trends so to focus on those weak areas that need to be improved and implement best practices to other operational components at the PCC.
  • Complete assessments of core operational processes on a periodic and ad hoc basis as assigned
  • Work in conjunction with the local Data Team and Telos, and Avantus to create virtual scorecards and reports to capture and archive the results of audit scorecards and inventory of clothing items.
  • Prepare and put up required signage in the common areas of the PCC campus to keep the PCC in compliance with PSA requirements.
  • Maintain Highest level of integrity and confidentiality to work at times with sensitive program or personnel information
  • Other duties as assigned

ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor’s degree required; degree in management, social work or human required

EXPERIENCE: 1-2 years in a quality assurance or compliance role; 1-2 years’ experience in developing policies and procedures for operations and programs; Experience in working in cross-cultural or immigrant service programs a plus;

Knowledge of ORR programs and policy a strong plus

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.

LICENSES: Driver’s License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Quality Assurance & PSA Manager must be 21 years or older. Bilingual English/Spanish required. Must be available and willing to travel to various locations including Pecos Children’s Center and with such frequency as the business need dictates. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.

Must be able to obtain and maintain a Federal Background Clearance.
