SUPERVISION:

Non-Supervisory.

GENERAL PURPOSE OF JOB:

Performs a variety of criminal justice duties in a residential or non-residential program as assigned. Primary responsibilities include the monitoring and control of adult offenders. On-the-job training is provided for this entry-level position.

 

ESSENTIAL JOB FUNCTIONS:

Core responsibilities for both Residential and Non-Residential Programs:

  • Monitors the County’s residential and non-residential programs as assigned which includes: community corrections facilities, and court-referred individuals with community-based sentence requirements. Responsible for ensuring the security, safety, and well-being of the public staff, and clients by direct observation, use of video surveillance, and monitoring alarms including Global Positioning Satellite Systems. Duties include:
    • Conducts security activities consistent with departmental policy, including random client body searches and vehicle, room, and facility searches; monitors medication; conducts breath tests.
    • Conducts on-site employment visits and home visits. Responds to client incidents, crises, and violations in the field and coordinates law enforcement assistance.
    • Administers drug and alcohol testing and collects urinalysis samples for testing following evidence-collection procedures.
    • Collects money for deposit into client accounts.
    • Processes and releases inmates, including taking their photographs and obtaining a serviceable set of fingerprint impressions. Monitors and reports on the presence of smoke, unusual or excessive noise, odors, etc.
  • Provides crisis intervention counseling using correctional practices and Motivational Interviewing skills.
    • Will be trained in and expected to utilize Motivation Interviewing processes effectively.
    • Responds to client problems and/or inappropriate behavior; provides counseling to influence behavior modification; mediates disputes; explores problem-solving techniques; performs crisis intervention as appropriate.
    • May be required to restrain hostile and chemically affected clients.
  • Observes departmental policies and procedures, standard operational procedures, Division of Criminal Justice standards, and Evidence Based Practices.
    • Complete and maintain required certifications related to crisis intervention, motivational interviewing and other certifications required by the State of Colorado’s Division of Criminal Justice.
  • Communicate effectively and coherently in court, at parole hearings, with department personnel and inmates.
    • Uses radio, intercom, and telephone communications systems.
    • Communicates with professional visitors and the public, providing information, directions, mediating disputes and advising of rights and processes.
  • Maintains current and accurate incident reports and other required documentation.
    • Writes incident reports, application referrals, resident intakes, and other administrative paperwork.
    • Prepares investigative reports using sketches, symbols, and mathematical computations.
    • Observes safety precautions and uses and maintains County property in a safe and professional manner.
    • May be required to restrain hostile and chemically affected inmates.
  • Complete and maintain required certifications related to crisis intervention, motivational interviewing and other certifications required by the State of Colorado’s Division of Criminal Justice.
  • Drives County vehicles to transport clients to employment, other correctional facilities, counseling, and medical appointments.
  • When a local declaration of emergency or disaster is declared by the Board of Commissioners, all Garfield County employees may be required to work as a Disaster Service Worker.

 

Residential Program:

  • Perform security functions within the residential facility ensuring the safety of inmates and staff; perform home checks on non-residential status clients and conduct pass location verifications in and around the County pursuant to the Division of Criminal Justice (DCJ) standards.

 

Non-Residential Programs:

  • Supervise County and District Court inmates in a non-traditional incarceration program in a community setting. Develop working relationships with non-profit and governmental agencies in performing community work projects ensuring the safety of the public and inmates in the completion of these projects.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: High school diploma or equivalent.
  • Experience: One year of work experience in customer service. Experience can include a combination of education, training and work experience in Criminal Justice or closely related field.
  • Licenses & Certifications: Valid driver’s license. CACEO certifications for code enforcement preferred.
  • Additional Requirements: Must be 21 years or older at the time of employment. No felony convictions or disqualifying criminal histories within the past seven years. No record of driver’s license suspension or revocation in any state.

REQUIRED PHYSICAL ACTIVITIES:

  • Lifting and Carrying: Must be able to lift and carry heavy objects, such as detention cell doors, restraints, or emergency response gear, often exceeding 50 pounds, using proper technique.
  • Bending and Stooping: Capable of frequent bending, stooping, and kneeling when conducting room checks, inspections, or assisting clients with movements.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Physical Contact: Able to be prepared for physical contact when working with individual clients or conducting searches, ensuring safety and compliance with established procedures.
  • Visual Acuity: Must possess clear vision for observing client behavior, identifying potential security threats, and reading critical information on documents or screens.
  • Walking and Standing: Able to stand for extended periods and move quickly to respond to security incidents, as well as patrol detention facilities.
  • Climbing: Capable of ascending and descending stairs, ladders, or obstacles within detention facilities when securing areas or conducting inspections.
  • Reaching: Able to reach, grasp, and manipulate objects within confined spaces or client rooms while maintaining situational awareness.
  • Hearing: Possess excellent hearing and auditory perception to respond to radio communications, alarms, and instructions from colleagues and superiors.
  • Sitting: Ability to sit during short breaks, complete incident reports, or monitor surveillance equipment in detention control centers.
  • Physical Stamina: Maintain physical stamina to perform physically demanding tasks, respond to security incidents, and endure long shifts, often under stressful conditions.

WORK ENVIRONMENT:

While performing the essential functions of this job, the employee may be frequently exposed to outdoor weather conditions and occasionally exposed to the possibility of bodily injury from moving mechanical parts of equipment, tools, and machinery. The employee occasionally works in and around high-volume traffic and high, precarious places, and occasionally is exposed to fumes or airborne particles, toxic or caustic chemicals, and to the risk of electrical shock. The employee is occasionally exposed to hazardous situations, which may involve physically violent people, interviewing mentally or emotionally disturbed persons or bodily injury from biohazards, infections, or blood-borne pathogens. The noise level in the work environment is moderately loud, depending on location; at times, the noise level may be loud, with frequent interruptions and multiple demands.

USE OF PHYSICAL FORCE:

The use of physical force may be necessary in certain situations to protect clients, staff or third parties. Physical force will only be used as a last resort and shall be limited to force that would reasonably be used by citizens to protect persons, property, premises or to assist law enforcement officers. In any case, when physical force is used, the staff member(s) involved shall immediately notify management and shall immediately submit a thorough written report.

WORK HOURS:

Regular Full-Time position, 40 hours per week. Work is completed during irregular hours and shifts including days, swings, graveyard shifts, weekends, and holidays.

REQUIRED TRAVEL:

The employee will frequently be required to drive throughout various parts of the County.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones.

NOTE: This position requires a pre-employment background check wich will include a Criminal Background Check, Employment Verification, and Motor Vehicle Record. Upon start date, an additional, more in depth background check is required, along with submitting to a fingerprint check. Employment is contingent upon successful completion of these items.
