Provides professional-level digital media and publication support to the Communications Department. Job duties are primarily website administration and graphic design. Duties include other digital media and emergency communications.

Website Content Administration and Graphic Design

Printed publications

  • Designs and administers development of publications and content of electronic and printed communications and applications. Ensures high creative quality of websites, graphic designs and electronic publications, representing all county offices and departments with professionalism.
  • Coordinates with printing companies and develops materials with appropriate print specifications, meeting all deadlines.
  • Handles design and pre-press of illustrative materials. Provides designs, proofs, templates and finished solutions for approval by offices and department and the Chief Communications Officer. Collaborates within a team environment and follow established procedures.
  • Ensures consistency and high-level detail in publishing.
  • Use of AP Style and plain language in development of publications.


  • Performs website content management for county offices and departments according to established departmental procedures and timelines.
  • Verifies WCAG accessibility compliance using approved tools. Informs staff of requirements for compliance demonstrated in software verifications.
  • Ensures consistency and high level detail in publishing.
  • Use of AP Style and plain language in development of web content.
  • Installation and content entry of user interface tools and software in website pages, as assigned.
  • Ensures that website design elements, templates and finished solutions work responsively within a variety of browsers and device types, along with the constraints set by development and design. Verifies and checks all edits for responsiveness.
  • Possible support of server-side web application development, as assigned.

Photography and videography

  • Occasional work on assignment for after hours or weekend events, such as the Garfield County Fair, Humanitarian Awards, Senior Awards, elections, emergencies and/or other activities.
  • Photography and videography for assigned projects. Editing of both for final projects as well. Prepare video and camera equipment for meetings and events, set up for use and collect video and camera footage and images. Edit for needed uses to produce final project. Integrate music or graphics to enhance final project.

General department operations

  • Communications support for critical and crisis emergency response, information sharing and recovery activities within a response and recovery framework. Completes training as assigned in emergency practices for communications and follows framework.
  • Utilizes web accessibility WCAG 2.1 standards or higher, completes web training, and implements final verifications of compliance before publishing.
  • Reviews and collaborates on all work products to ensure highest level of quality.
  • Provides excellence in customer service and support.
  • Serves on internal committees as assigned.
  • Maintains strict security protocols, ethical communications standards and confidentiality.
  • Understands and follows accessibility, copyright, plagiarism, and creative works laws and respects publicity rights.

  • Software Applications: Knowledge of HTML Web technologies and web editor applications. Ability to code in HTML is required, and JavaScript is desired.
  • Website Management: Understands best principles and practices for website administration. Understands content management and website maintenance functions.

  • Education: Associate degree or equivalent in communications or IT related field.
  • Experience: Two years of experience in designing, developing, testing, documenting, supporting web interfaces in html, print, and web-based graphic design.
  • Licenses & Certifications: Valid driver’s license.

Bilingual competence is considered, but not required. Bilingual pay may be provided for the translation of emergency messages as assigned into Spanish and the provision of bilingual translation during emergencies.

  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours


Work is primarily performed in a standard office environment. Extended periods of sitting are required.


  • Regular Full Time, 40 hours per week.
  • Hours are typically 8:00 am to 5:00 pm Monday through Friday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.


The employee is occasionally required to drive throughout various parts of the County.
