CBE’s work is rooted in four communities: Richmond and East Oakland in Northern California, along with Wilmington (a Port community in the City of Los Angeles) and Southeast Los Angeles. The overarching strategy for all of CBE’s work is to build local power with resilient community leaders and environmental health advocates. These are the individuals directly facing the environmental justice issues on a daily basis and striving to create solutions that move their communities toward a Just Transition. CBE and our members build power by organizing and leadership development that includes local decision-making, public speaking, community outreach, issue education, and deep civic engagement of residents. Within CBE, we are creating pathways for members to directly engage in decisions related to the management, administration, development, organizing, and finance of the organization.

CBE also brings our expertise as a leader in the national Just Transition movement as a founding member of the Climate Justice Alliance (CJA), a network of over seventy organizational members each leading local campaigns that are building towards a Just Transition. CBE’s Executive Director is on CJA’s Steering Committee, the leadership body that provides political leadership and strategic decision making for the alliance. CBE’s Wilmington team has integrated the Just Transition framework into their work and with allied partners, and is currently implementing just transition policies to guide resiliency projects for the City of Los Angeles. CBE’s Richmond team is leading one of the first local efforts to adopt the Just Transition framework created by CJA and member organizations. Richmond is an “Our Power Community” led by frontline BIPOC residents, who are leading mobilization efforts around equitable, just solutions for climate change and leveraging policy to ensure equitable investment of resources into their communities.

Drawing on the Climate Justice Alliance (CJA) Just Transition framework that centers frontline BIPOC residents, CBE’s Decommissioning Chevron Campaign (#BeyondChevron) is a ten-year plan to move towards a Just Transition for the city of Richmond. The end goal is the complete closure of the Chevron refinery, with plans to downsize and reach closure as soon as possible, as well as an accountability process and financial compensation for the immeasurable harm that Chevron has inflicted upon frontline residents. This campaign is led by CBE, but with the support of our allies in the Richmond Our Power Coalition (ROPC), we are seeking to engage a much broader base of frontline residents and organizational partners around this effort. In the political arena, Richmond’s City Council currently has two years of a guaranteed progressive majority that is eager to take direction from CBE around ushering in a Just Transition, and our #BeyondChevron campaign has the active support and engagement of several councilmembers.

 

#BeyondChevron Campaign Goals:

  • Ensure Chevron and associated fossil fuel industry in Richmond take responsibility to clean up?the environmental damage at their sites to the highest levels of safety possible.

  • Full compensation for the immeasurable burden of harm against generations of frontline BIPOC residents.

  • Financial, employment, and re-training support for the current refinery workforce through a just transition.

  • Community-driven investments in land-trusts, COPAs, and co-ops to prevent the risks associated with post-facility closures and downsizing, such as gentrification and real estate speculation

  • Investments in Richmond residents, local businesses, and youth to build a stronger regenerative economy not only to replace tax base losses, but also to grow the tax base during?transition

  • Financial support, bridge funding for community organizations, including nonprofits and schools that receive funding from Chevron, during the transition.

 

Just Transition Coordinator (Northern California) Position Description

Coordination of CBE’s #BeyondChevron Campaign:

  • Collaborate with the NorCal Co-Program Director and Just Transition Fellow to oversee and facilitate CBE’s #BeyondChevron campaign structure for Richmond and Northern California.

  • Build new relationships with various representatives and stakeholders throughout Richmond, Contra Costa County, and the State.

  • Implement a strategy for CBE’s approach to institutional organizing: the organizing and coordination of local entities, elected officials, groups, and organizations.

Local Organizing and Outreach Support:

  • Support local organizing efforts such as rallies and marches around engagement within our #BeyondChevron campaign structure

  • Coordinate with the Richmond Organizing team to facilitate local training and workshops around decommissioning and related matters with members and allies.

  • Support community member orientation to the #BeyondChevron campaign and support other recruitment and engagement efforts

  • Serve as the CBE Richmond organizational representative in the Richmond Our Power Coalition (ROPC)

Participation in and coordination of Contra Costa County and regional policy, research, and campaign spaces:

  • Provide CBE representation to the Contra Costa Refinery Transitions Work Group and other local related policy research groups; bring an Environmental Justice frame and highlight opportunities to follow EJ leadership locally and Statewide. The role will be to provide feedback and act as a liaison to these workgroups but will not co-sign for environmental justice or frontline communities.

  • Attend policy, research, and community meetings that the #BeyondChevron community-grounded campaign sees as a priority.

JT Transition Statewide Coordination and Organizing Support

  • Begin conversations around decommissioning efforts and refinery transitions with Southern California efforts.

  • Track the story of CBE’s efforts, and the potential impacts that CBE brings to refinery communities across the State.

  • Seek out new connections and build statewide alliances around ushering in a Just Transition.

  • Support statewide environmental and climate justice coalition organizing efforts as they relate to statewide campaigns for just transition.

 

 

Qualifications

  • At least two years of prior campaign and/or advocacy experience

  • Substantive understanding of legislative processes, including those of local and regional agencies, to be able to participate in policymaking spaces to ensure alignment with community vision and priorities

  • Ability to proactively create and independently move forward a complex agenda

  • Excellent communication skills (both written and verbal) with the ability to facilitate understanding across multiple audiences

  • Ability to work independently, manage details, meet deadlines, and produce high-quality materials.

  • Excellent skills managing complex projects, including creating and adhering to timelines

  • Ability to facilitate group processes across a range of organization backgrounds to reach alignment on collective priorities and strategies

  • Understanding of organizing tools and tactics to ensure coordination between organizing and policy-making objectives


Benefits and Compensation

This is a full-time, overtime-exempt position, with an annual salary of $77,895. The Just Transition Coordinator will receive CBE’s comprehensive benefits package, including a generous vacation and leave policy; fully-paid premiums for medical, vision, and dental insurance; an additional mental health benefit; a 401(k) retirement plan; and a flexible spending plan. CBE pays full premiums for medical, dental, and vision insurance for the employee, spouse or domestic partner, and any dependents.

This position is directly supervised by the NorCal Program Co-Director.
