SUPERVISION:

Responsible for daily supervision of Eligibility Technicians and Leads. Provides supervision and training for public assistance programs. Eligibility programs include Old Age Pension, Aid to the Needy Disabled, Colorado Works, Medicaid, Supplemental Nutrition Assistance Program (SNAP), LEAP and/or Child Care and other programs as needed. Takes lead in staff evaluations and performance management over direct staff. Identifies areas requiring additional training and support.

GENERAL PURPOSE OF JOB:

Coordinate and oversee the daily operations of an Eligibility Unit to ensure that the purposes of the programs are met.

ESSENTIAL JOB FUNCTIONS:

Eligibility Unit Management:

  • Manages program to achieve objectives within timeframes and budget.
  • Supervises staff plans, schedules, assigns, and directs work; conducts interviews; hires and orients new employees; conducts or oversees training; coaches; evaluates and appraises; addresses complaints and resolves problems; takes disciplinary action; and ensures quality of work.
  • Ensures compliance with all state rules and regulations for assigned programs.
  • Assesses the programmatic, case management and technical assistance needs for the assigned programs and develops or obtains appropriate training to address deficiencies.
  • Trains new and existing staff on program rules and regulations; interview techniques for accrual of accurate and crucial information needed in determining eligibility; and quality assurance findings and information.
  • Works with staff to identify issues and needs related to CBMS and other state database systems.
  • Monitors new applications and/or cases for accuracy and program compliance.
  • Acts as a liaison between the state and County for assigned programs.
  • Acts as back up for staff and for Division Manager.
  • In conflict of interest cases, determines initial and ongoing eligibility, and provides services.
  • Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Ensures that individuals and team meet goals and provide highest level of service.

Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: High school diploma or equivalent.
  • Experience: Four years of experience working in human services, or related field. Two years of supervisory OR demonstrated leadership experience.
  • Preferred: Work experience should be in eligibility.
  • Licenses & Certifications: Valid Driver’s License.

REQUIRED PHYSICAL ACTIVITIES:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 15 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

WORK ENVIRONMENT:

Work is primarily performed in a standard office environment. Extended periods of sitting are required.

WORK HOURS:

  • Hours are typically 8:00 am to 5:00 pm Monday through Friday.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

REQUIRED TRAVEL:

The employee is regularly required to travel within the County.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones. Statewide client information system (TRAILS).
