General Purpose:

Interpret cost, market and income data for the purpose of establishing market valuation of individual properties and/or personal property for taxation purposes.

Essential Functions:

(These duties are a representative sample; position assignments and detailed work instructions may vary.)

Appraiser I

Under close supervision, performs the following essential functions:

  1. Develops the skills necessary to compile, organize and maintain real and personal property appraisal data, including data collection of real property sales, sales verification, computer sales reports, and other appraisal data collection necessary to complete valuations of real and/or personal property.
  2. Develops the skills and knowledge necessary to appraise real and/or personal property in compliance with the State of Colorado statutory appraisal guidelines and in conformance with office policy as directed by the Assessor, to include physical inspection of new and old properties, statistical analysis of market areas and maintenance of detailed files of valuation conclusions for specific market areas.
  3. Performs physical inspections of properties within the county due to new construction, demolition, historic property, property owner complaints, property protests and/or appeals, personal property audits, or other conditions which may require inspection.
  4. Computes and compiles real and/or personal property appraisals as requested.
  5. Provides assistance to Assessor, Deputy Assessor, Chief Appraiser and other Appraisers in the collection and analysis of sales data and other appraisal data as needed.
  6. Learns administrative skills to obtain knowledge of the entire office and be able to answer questions from the public.
  7. Learns and utilizes software programs, including, but not limited to, Appraisal software, ArcGis software, Excel and Imaging software.
  8. Provides assistance to administrative staff to aid in completion of office tasks as necessary.
  9. Is present at office during appeal period to assist in providing information and documentation to property owners regarding valuation of individual properties or personal property.
  10. Assists Appraisers in providing written documentation in property valuation disputes at County Board of Equalization hearings, Arbitration hearings, Colorado Board of Assessment hearings, and District Court of Colorado Court of Appeal hearings.
  11. Drives vehicle to perform one or more essential functions.
  12. Attends and successfully completes appraisal classes in order to obtain a Mass Appraisal License within two years of employment as required by statute.
  13. Reviews all work products to ensure highest level of quality.
  14. Performs other duties of a similar or related level as necessary or assigned.

Appraiser II:

With some supervision, performs the following essential functions:

  1. Performs all essential functions of the Appraiser I.
  2. Compiles, organizes and maintains real and personal property appraisal data, including data collection of real property sales, sales verification, computer sales reports, and other appraisal data collection necessary to complete valuations of real and/or personal property.
  3. Appraises real and/or personal property in compliance with the State of Colorado statutory appraisal guidelines and in conformance with office policy as directed by the Assessor, to include physical inspection of new and old properties, statistical analysis of market areas and maintenance of detailed files of valuation conclusions for specific market areas.
  4. Provides written documentation and oral testimony in property valuation disputes at County Board of Equalization hearings, Arbitration hearings, Colorado Board of Assessment hearings, and District Court or Colorado Court of Appeal hearings.
  5. Attends and successfully completes continuing education appraisal classes and maintains a Mass Appraisal License during entire term of employment.
  6. Performs other duties of a similar or related level as necessary or assigned, including but not limited to, Oil & Gas Real and Personal Property, Agricultural Property, Sand & Gravel Production, Multi-Family, Golf Courses or other specialized appraisal assignments.
 
Position Requirements

Minimum Requirements:

Appraiser I:

  • Minimum Education: High school diploma or equivalent.
  • Minimum Experience: None.

Appraiser II:

  • Minimum Education: High school diploma or equivalent. Satisfactory completion of all relevant required educational courses.
  • Minimum Experience: 2 years’ experience in the field of residential appraisal, and experience performing mass re-appraisals with minimal supervision.

Knowledge of:

  1. Relevant Federal, state and local laws, rules, regulations, codes and/or statutes.
  2. Modern office processes and procedures.
  3. Standard appraisal tools, including, but not limited to, ArcGIS, SPSS, Microsoft Access, Adobe PDF creator, etc…
  4. Relevant computer hardware and software applications.
  5. Basic math skills.

Ability to:

  1. Speak, read and write the English language.
  2. Communicate effectively and professionally, verbally and in writing.
  3. Learn and utilize a variety of software programs, including, but not limited to, Appraisal software, ArcGis software, and Imaging software.
  4. Interpret a variety of instructions with abstract and/or complex variables.
  5. Effectively and efficiently provide customer service to the public.
  6. Handle stressful situations in a professional manner, including angry or difficult customers.
  7. Keyboarding, data entry and word processing skills.
  8. Establish and maintain effective working relationships with coworkers and supervisors, other Departments/Offices, and other agencies.
  9. Use resources to solve problems.
  10. Self-motivate and demonstrate initiative.
  11. Understand and practice safety procedures and precautions.
  12. Maintain a high level of professionalism and confidentiality.

Required Physical Activities:

Work Environment:

While performing the essential functions of the job, the employee is occasionally exposed to outdoor weather conditions.

The noise level in the work environment is usually moderate to loud, with frequent interruptions and multiple demands.

Required Travel:

The employee is frequently required to travel within the County.

Computers and Other Equipment:

Computer and relevant software applications; calculator; telephone system; postage machine; facsimile; shredder; scanner; copier; tape measure; and digital camera.
