Associate, Public Policy 

Description

Opportunity Finance Network (OFN) seeks an emerging professional interested in growing their skills to create impact in the community development financial institutions (CDFIs) industry. In this role, the successful candidate will be responsible for promoting OFN’s public policy priorities to key audiences; staying current on legislative and regulatory policies impacting the CDFI industry; producing written materials and analysis of federal legislative and regulatory activities, effectively engaging the OFN membership in advocacy activities; assisting in representing OFN with federal policy makers, national coalitions, and other ally organizations. The position requires knowledge of the legislative and regulatory process, community and economic development, and strong writing and communication skills.

OFN is a leading national network of CDFIs headquartered in Washington, D.C. In pursuit of our mission to align capital with social, economic, and political justice, OFN supports its 390+ member CDFIs to drive transformational change in financially underserved rural, urban, and Native communities nationwide. We help money flow to people and places where traditional finance doesn’t reach. As a financial intermediary, OFN secures private capital for CDFIs through strategic partnerships with leading corporations such as Google and Twitter (now X), mainstream financial institutions such as Bank of America and Wells Fargo, and philanthropic organizations such as the John D. and Catherine T. MacArthur Foundation and the Robert Wood Johnson Foundation.

OFN builds the strength of its membership and other CDFIs through financial products and services, events, training, research, policy advocacy, and visibility. Currently, OFN has an on-balance sheet loan portfolio of $220 million and manages capital on-and off-balance sheets of nearly $1 billion, and has plans to bring an additional $1 billion in new private capital to the industry.

This position is based in Washington, D.C. All staff currently work a hybrid schedule.

Core Responsibilities:

  • Monitors relevant legislation and regulations impacting the CDFI industry.
  • Prepares policy documents, including position papers, and fact sheets.
  • Monitors hearings and industry events and produces summary reports.
  • Support OFN’s participation in speaking engagements and events including Congressional hearings, conferences, and other opportunities.
  • Track federal funding opportunities available to mission lenders.
  • Participates in strategy development and implementation of OFN’s public policy advocacy agenda.
  • Develops and maintains close working relationships with a wide range of stakeholders, including but not limited to Congressional staff, national coalitions, and ally organizations.
  • Represents OFN at events and meetings and communicates OFN’s public policy positions to Members of Congress, Congressional staff, and Administration officials.
  • Assists with scheduling, tracking, and reporting of public policy activities.
  • Special cross organizational projects as directed.
 
Position Requirements
  • Bachelor’s degree or 7+ years of direct professional experience in lieu of a degree.
  • 1-3 years of direct professional experience in a relevant field such as work in a national organization with an active policy agenda.
  • Experience working with federal, state and/or local legislative and regulatory processes required.
  • Direct experience with the federal government or advocacy is highly beneficial.
  • Knowledge of community development and economic development policy issues highly beneficial.
  • Demonstrated ability to communicate persuasively verbally and in writing.
  • Ability to interpret, analyze, and draft legislative, policy and regulatory proposals.
  • Ability and interest in developing subject matter expertise in community development finance Knowledge of and ability to learn advocacy software platforms.
  • Ability to manage multiple tasks independently in an effective and efficient manner.
  • Ability to define and set priorities with direction.
  • Moderate travel required (10 - 15% of time).
  • Job involves normal physical requirements for an office position; no extraordinary physical requirements beyond ability to travel.
