Vice President, Greenhouse Gas Reduction Fund Program

OFN seeks an enthusiastic and talented program manager to serve as our newly established VP, Greenhouse Gas Reduction Program. This is an exciting opportunity to contribute to an exciting new program with an organization partnered with the Environmental Protection Agency (EPA) to transform the community development finance industry with new clean financing ecosystem. This role manages the day-to-day operations of OFN’s Greenhouse Gas Reduction Fund (GGRF) programming, primarily related to its Clean Communities Investment Accelerator (CCIA) award. You will liaise across OFN to ensure connectivity between organizational functions and to monitor progress toward stated award objectives. Serves as an internal expert on project management, federal grant management, and federal regulatory compliance.

This position is based in Washington, D.C. All staff currently work a hybrid schedule.

Core Responsibilities:

  • Establish and support the ongoing implementation of OFN’s GGRF programs across all functional areas, including but not limited to process design, process review, documentation preparation, vendor management, content drafting and delivery, and audit support utilizing project management best practices.
  • Lead project management of OFN’s GGRF programs, ensuring satisfactory completion of all program activities within the Climate team and across other OFN functions.
  • In partnership with OFN’s Finance and Accounting team, oversee OFN’s GGRF program budgets to monitor spending against approved budgets.
  • Lead internal meetings and liaise with OFN departments to monitor progress towards stated objectives and timelines, remove barriers, communicate with organizational leadership and oversight bodies about project status (time, scope, and budget).
  • Leverage OFN’s project management software to monitor program status and prepare reports; monitor and update as necessary, in collaboration with relevant team members, the content entered into the software.
  • Draft content and aggregate contributions from OFN departments as necessary to compile quarterly, annual, and final reports for the EPA.
  • Ensure the delivery of identified GGRF program activities and/or oversee related delivery by contractors; this may include activities such as green contractor accelerators and workforce development programs implemented in communities.
  • Provide in-house consultative expertise on compliance with federal regulations governing the Greenhouse Gas Reduction Fund (GGRF) programs, including but not limited to 2 CFR 200.
  • Procure contract resources in alignment with federal policies and manage contractor performance on an ongoing basis, providing frequent status reports to leadership.
  • Build and maintain relationships with key partner organizations for program implementation.
  • Represent the organization externally in partner meetings, industry events, and with federal agencies including the Environmental Protection Agency, as requested.
  • Perform other duties as assigned, including managing climate-related special initiatives and Climate team functions, such as the climate help desk, climate transaction pipeline development activities, climate workforce development initiatives, climate webinars and outreach activities, climate research projects, and climate communities on CDFI Connect.
 
Position Requirements
  • Bachelor's degree in public policy, public administration, or related fields or 5-7 years of work experience in lieu of a degree required.
  • Minimum 5+ years of relevant experience is required, including a minimum of 3+ years directly managing federal awards (either within the federal government or as an award recipient).
  • PMP certification desired but not required; project management training is preferred.
  • Demonstrated understanding of federal regulatory powers and authority of the state and federal agencies is required.
  • Understanding of the CDFI industry is preferred.
  • Ability to multitask and quickly shift gears to support organizational and/or departmental demands. Skill of learning quickly and adapting to fluid work demands is important.
  • Skilled in both verbal and written communication.
  • Ability to demonstrate close attention to detail.
  • Comfort working in a nonprofit environment preferred.
  • Occasional travel may be required (up to 5% of time).
  • No extraordinary physical requirements beyond ability to travel.
  • Job involves normal physical requirements for an office position.
