Description

Opportunity Finance Network (OFN) seeks a seasoned Procurement Specialist to manage the effective and efficient procurement of goods, services, and technology in compliance with federal laws, grant programs, regulations, and policies. This role manages the planning, execution, and management of procurement activities to ensure OFN’s acquisition needs are met in a timely, cost-effective, and compliant manner. The successful candidate knows how to work collaboratively across the organization and assist managers throughout the procurement process.

This position is based in Washington, D.C. All staff currently work a hybrid schedule.

Core Responsibilities:

  • Develop and implement procurement strategies, policies, and procedures to optimize cost, quality, and delivery of goods and services.
  • Conduct market research and analysis to identify qualified vendors and suppliers.
  • Prepare and issue solicitation documents (RFIs, RFPs, IFBs, etc.) in accordance with federal procurement regulations.
  • Evaluate bids and proposals for compliance with solicitation requirements and determine the best value for the organization.
  • Negotiate contracts, terms, and conditions with suppliers and vendors.
  • Administer contracts by monitoring performance, adjusting as necessary, and ensuring compliance with terms.
  • Resolve disputes and issues arising during the procurement process or contract execution.
  • Maintain accurate and comprehensive procurement records and documentation for audit and reporting purposes.
  • Develop toolkits and provide technical assistance for OFN members and awardees as required.
  • Develop a review process to identify funded projects that have mandated legal requirements and work with relevant unions to educate and train OFN members on compliance of Davis-Bacon and the other acts.
  • Advise and assist members on use of MEP National Network’s (MEPNN) supplier scouting service to identify local and regional suppliers for projects.
  • Ensure adherence to federal procurement laws and regulations, and federal agency policies.
  • Support and educate staff in the procurement process and train members and sub awardees as necessary.
  • Stay abreast of changes in procurement regulations and best practices and drive that knowledge to needed internal and external stakeholders.
 
Position Requirements
  • Bachelor’s degree in business administration, supply chain management, accounting, or related fields or 7+ years of work experience in lieu of a degree required. Advanced degrees or certifications in federal procurement or federal contract management are preferred.
  • 5+ years of demonstrated experience in federal procurement, contract management, or a related field.
  • Experience with Federal Acquisition Regulation (FAR), Uniform Grant Guidance (UGG), and Code of Federal Regulations (CFR) required.
  • Possess a leadership style that emphasizes the value of collaboration, communication, service, transparency, teamwork, and accountability.
  • Be a strong team contributor, effective and comfortable in leading as well as supporting roles within teams.
  • Excellent negotiation, communication, and analytical skills.
  • Ability to manage multiple procurement activities simultaneously in a fast-paced environment.
  • Digital literacy to manage office technology and proficiency in procurement software and systems.
  • Possess high initiative and self-starting capabilities with the ability to receive directional guidance to independently manage multiple tasks and prioritize work.
  • Excellent organizational/time management skills required to independently manage multiple tasks and prioritize work on diverse assignments with strong attention to detail in a fast-paced setting in an effective and efficient manner.
  • Ability to interface with employees at all levels of the organization, both internally and externally as well as diverse constituents is required.
  • Outstanding written, oral, and interpersonal communications skills.
  • Superior customer service and relationship building skills.
  • Occasional travel required (5-10% of time).
  • Comfortable working in a small office environment.
  • The job involves normal physical requirements for an office position.
