GENERAL PURPOSE OF JOB:

Provides leadership and oversight for the Economic Security and Child Support Services Programs.  Leads the strategic direction for all assigned program areas, ensuring the successful and consistent delivery of services to the citizens of Garfield County.  Provides critical community support in partnership with local and regional community service providers for vulnerable population.

 

SUPERVISION:

Directly supervises the Economic Security Program Manager and the Child Support Services Program Manager.  Serves as a key member of the DHS Executive Management Team, providing leadership and support to internal teams and works to improve outcomes for staff, programs, and the Garfield County community.  Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations.  Encourages training and development, actively coaching and empowering supervisors to develop their teams. Leads the Community Services Division in cross program planning through strategic planning and then works collaboratively with the Executive Management Team to introduce opportunities for departmental introduction of initiatives.

ESSENTIAL JOB FUNCTIONS:

Program Development, Delivery, & Leadership:

  • Serves on the DHS executive management team and is responsible for collaboratively leading the department and program areas assigned.  Actively engaged in identifying opportunities for further cross program collaboration, integration of funding and effectively managing resources to improve service and program outcomes.
  • Under the direction of the Director of Human Services, leads the implementation of the department’s strategic plan and makes recommendations for program changes. Empowers Program Managers with setting actionable goals and measuring progress in their program areas.
  • Partners with Program Managers to evaluate and monitor program area compliance, ensuring that programs follow legislation requirements and develop new policies and procedures as required. Is current on human services issues and legislation updates.  Interacts with State agency, Boards, Courts, committees, citizens’ groups, contractors, vendors and other agencies and organizations.
  • Cultivates a culture of innovation by encouraging creativity and listening to ideas. Drives staff engagement through effective communication tools and opportunities for development.

Community Partnerships:

  • Represents Garfield County DHS in a number of community partnerships; collaborating on community wide initiatives such as childcare, housing, homelessness, and food insecurity.  
  • Works on cross regional resource allocation projects for DHS program needs and to support community partnerships. Ensures available resources are fully allocated and utilized.

Program Budget Management:

  • Collaboratively manages program area funding sources and budgets with Program Managers.  Allocates resources according to strategic plan and adjusts expenditures and revenues as required.
  • Manages grants and funding development for program areas, including contracts and contract details. 
  • Supports the DHS Director in overall financial accountability and program costing analysis.

Position Requirements

MINIMUM QUALIFICATIONS:

Education & Experience:

  • Bachelor’s degree in a related Human Services field.
  • Five (5) years of experience in Human Services, which should include progressively responsible experience in the management of similar programs budgets, and teams. Demonstrated ability to perform essential functions and core competencies.

Licenses & Certifications:

  • Valid Driver’s License

Work environment is primarily office based and requires extended periods of sitting. 

REQUIRED TRAVEL

Work is conducted in a variety of County buildings located throughout the County.  Travel between worksites is required.  Travel to clients’ homes is also required.  Occasionally, the position requires travel for site visits, trainings, or other meetings.

WORK HOURS

Hours are typically 8:00 am to 5:00 pm M-F. There may be times when an employee may need to work outside the established work week. There may be a need at various times to be available after hours or on the weekend. This would typically only be required during a county emergency or disaster.

TECHNOLOGY

Computer and relevant software applications; standard office equipment, email, and relevant databases. Statewide client information system (TRAILS).

When an emergency or disaster is declared all DHS employees may be required to perform job duties associated with these ESF #6.
