About the Organization The Houston SPCA, founded in 1924, is Houston's first and largest animal protection organization and shelter. Our mission is to promote commitment to and respect for all animals and free them from suffering, abuse and exploitation. The Houston SPCA is a private, non-profit charity, funded entirely by donations, which receives no funding from the Government, United Way or national animal groups.

Description

Essential Functions of the Position:

  • Direct and oversee the organization's HR plans, operations and practices based on generally accepted HR principles; ensure consistent and ethical behavior standards; advise staff on organization's policies and procedures.
  • Ensure compliance with all regulatory, security and operational standards and business practices related to HR management; ensure all licenses and governmental documents are current and reports are filed.
  • Oversee the development of policies, procedures and practices on all personnel matters for the organization, including but not limited to upkeep on the employee handbook.
  • Ensure overall compliance with state and federal laws related to personnel matters.
  • Oversee and ensure success of the organization's volunteer program.
  • Lead and develop a high performing team of professionals and staff who are committed to the Houston SPCA's Mission; ensure that all staff are coached, directed and that clearly defined measurements of performance and rewards are utilized to enhance individual and organizational effectiveness.
  • Promote collaborative relationships between departments; provide leadership with conflict resolution techniques and ensure that all staff members perform in a manner that is consistent with organizational policies, procedures and best practices associated with their respective disciplines.
  • Protect all confidential information, including donors, clients, animals and internal communications.
  • Review and make recommendations for improvement of the organization's policies, procedures and practices on safety matters, specifically with regards to OSHA and SDS requirements.
  • Maintain knowledge of industry trends and employment legislation and ensures organization's compliance.
  • Maintain responsibility for organization's compliance with federal and state legislation pertaining to all personnel matters.
  • Implement and annually update organization's compensation and benefits program, rewrite job descriptions as necessary and conduct/analyze salary surveys; monitor the performance evaluation program and revises as necessary.
  • Oversee organization's recruitment efforts; responsible for implementation and maintenance of new hire orientation program.
  • Recommend, evaluate and participate in staff development for the organization, including training recommendations internally and externally.
  • Consults with legal counsel as appropriate on personnel matters.
  • Supervises human resources staff.
  • Performs additional responsibilities as assigned.
 
Position Requirements

Knowledge, skill and abilities needed to perform the essential functions of this position:

  • Bachelor’s degree with a minimum of seven years of management experience in human resources field; non-profit administration and management experience a plus. Masters degree is highly preferred.
  • SPHR highly preferred.
  • Supervisory experience required.
  • Ability to function independently, manage multiple projects and meet deadlines.
  • Proficiency in Microsoft Office Suite, as well as HRIS software.
  • Must possess working knowledge of regulatory areas pertaining to human resources both federally and on a state level.
  • Ability to function independently, manage multiple projects and meet deadlines.
  • Demonstrate a high level of problem-solving skills and the ability to make critical decisions and to learn and quickly adapt to changes in programs and procedures.
  • Ability to establish and maintain effective working relationships, build consensus and strategic partnerships with internal and external stakeholders and demonstrate a high level of interpersonal savvy and influence with vendors, suppliers, contractors, prospects and related concerns; experience working with policy volunteers/Board of Directors preferred.
  • Must represent the Houston SPCA in a professional manner in all situations with the public, volunteers and staff.
  • Exceptional communication skills, including written, oral, interpersonal and presentation skills.
  • Be insurable under Houston SPCA auto policy.
  • Able to drive, stand, bend, squat, walk, and talk for up to eight hours a day; able to lift up to 25 pounds. Able to endure moderate (office) to high (shelter) noise level and exposure to animals.
  • Able to work a flexible schedule including weekend and evening shifts.
  • Passion for the mission of the Houston SPCA.
