Position Title: Director of Public Policy and External Affairs

 

Department: Chief Executive Officer/External Affairs and Operations

 

Position Type: Professional – Full-time, exempt

Position Overview

 

The Director of Public Policy and External Affairs has agency-wide responsibility for public policy and advocacy work focused on the strategic priorities and populations including families, immigrants, older adults served by Jewish Family Service of San Diego. The Director of Public Policy Director and External Affairs will report to the CEO and work in collaboration with additional stakeholders, including the COO, key agency staff and Public Affairs Committee, a committee of the JFS Board of Directors.

 

A key responsibility of this position is identifying potential new relationships, maintaining current relationships and cultivating opportunities to position the organization’s program delivery for greater impact. The Director of Public Policy and External Affairs will be highly skilled in communicating with various stakeholders. In addition, the individual will be intellectually curious, engaged on social issues, and highly motivated to drive social change through the power of communication and relationships. This is a full-time position that requires availability on some evenings and weekends.

 

First 90 Day Priorities

  • Develop deep knowledge of JFS programs and services and generate creative, effective ways to build the visibility and utilization of JFS services and volunteer opportunities, in all communities including those not already served by JFS.

 

First 6 Months Priorities

  • Develop a strategic plan for program advocacy and public policy in cooperation with all involved staff, including developing an internal public policy action team
  • Based on the organizational strategic plan, develop annual work plan for program policy objectives to positively impact the lives of individuals served by the organization.

 

Key Responsibilities:

  • Assess community needs by maintaining working relationships with key constituent groups, advisory committees, and with other human service organizations and organizational partners.
  • Develop strong collaborations and partnerships with stakeholders, including key individuals, agencies, organizations and government leaders to effectively promote program policies necessary for the success of organizational program strategies
  • Effectively represent Jewish Family Service in the community. Present to large and small groups on the program policy and advocacy work of the agency.
  • Draft and prepare testimonies, speeches or other remarks for the CEO and supports other staff with the preparation of their remarks related to program advocacy.
  • Manage logistics involved in scheduling, planning and following up on meetings and events related to program advocacy.
  • Coordinate specific tasks or projects that advance agency-wide program advocacy goals as assigned.
  • Monitor and track relevant issues, including specific legislation and other initiatives which impact JFS current and future program delivery.
  • As appropriate, visit local and capitol offices of public officials, public events to educate stakeholders on Jewish Family Service’s program initiatives.
  • Share program policy-related information relevant to program goals and identify opportunities to engage staff, community leaders, volunteers, and other stakeholders in advocacy.
  • Actively participate in community coalitions that align program public policy goals of the agency
  • Produce written material for internal and external use, including reports, updates, issue briefs, position letters, etc.

Experience and Education:

The ideal candidate will possess:

  • Five to seven years or more of experience in public policy, advocacy work coalition building and/or government
  • Knowledgeable about local, state and federal government operations and experienced in the legislative process
  • Previous experience in successfully engaging with elected officials, government employees, thought leaders, donors and other professionals in the human services field
  • Ability to work independently and as part of a team
  • Demonstrated accomplishments in managing complex projects
  • Familiarity with community organizing and/or human service organizations
