JOB SUMMARY

The position involves performing a variety of technical and planning research, preparation of documents, and customer service. Work is performed under the direction of the Director/Deputy Director of Public Works.

ESSENTIAL JOB FUNCTIONS

  • Assists in customer service for the Public Works Department, including answering phones, documenting calls, and following up on customer complaint issues.
  • Audits the roadway assets databases of Public Works for accuracy.
  • Manages data in the databases, evaluates voids in the data, and gathers and inputs missing data.
  • Organizes and obtains crash report data and investigates field data from serious and fatal crashes on county roads.
  • Assists GIS group in the conversion of roadway assets databases to GIS layers for County-wide access.
  • Assists in the gathering of field data and related documents for use in traffic studies and performs initial evaluation of data.
  • Provides initial evaluation report for traffic studies and traffic related service requests for the Supervisor.
  • Researches and compiles data necessary for grant requests and federal applications and inputs information into necessary documents.
  • Attends meetings on behalf of the County as assigned.
  • Assists in updating the Jefferson County traffic code.
  • Performs field visits as necessary for the gathering of data for traffic studies, traffic crash information, or the management of the databases.
  • Assists in Public Works plan development, policy development and updates.
  • Assists in the distribution of traffic related information to the technical staff, elected officials, and the general public.
  • Performs work at assigned location during specified business hours.
  • Performs related additional duties as required and assigned.

Position Requirements

QUALIFICATIONS

Education and Experience:

  • High School Diploma or equivalent;
  • Associate’s Degree from an accredited university is preferred;
  • Two (2) years of experience in Public Works or a closely related field involving research, document presentation and customer service;
  • Or equivalent combination of education and experience.

Licenses or Certifications:

  • Must possess a valid State Class E Driver’s License or the ability to acquire within six (6) months of hire.

Knowledge, Skills and Abilities:

  • Ability to utilize a variety of computer skills, including proficiency with Microsoft Office applications, to organize and provide quality management of field data.
  • Ability to analyze and categorize traffic data and information using established criteria.
  • Ability to communicate orally and in writing with County officials and the general public.
  • Ability to produce accurate reports.
  • Ability to add, subtract, multiply, divide, and calculate percentages, fractions and decimals.
  • Ability to use functional reasoning in performing problem resolution involving several concrete variables in standardized situations.

PHYSICAL DEMANDS

The work is light and requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.

 

WORK ENVIRONMENT

The work is performed indoors in an office environment with low to moderate noise level and occasionally outdoors requiring the ability to work under exposure to a variety of environmental discomforts including outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. Work involves interaction with other employees and the general public including some public meetings where there may be hostility among those attending.
