POSITION SUMMARY: The Homelessness Outreach Coordinator will collaborate with City departments, community-based organizations, businesses, and other government agencies to ensure coordination and alignment among resources and services for homeless individuals in South Bend while identifying gaps in services. The Homelessness Outreach Coordinator will demonstrate expertise in the challenges facing homeless individuals and families and work proactively to help service providers and the City more effectively align and deploy resources that assist with those challenges. The Homelessness Outreach Coordinator position is within the Department of Community Investment.

ESSENTIAL DUTIES AND RESPONSIBILITIES: This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.

  • Communicate and assist other City departments with issues related to homelessness, including the Police Department, Neighborhood Services and Enforcement, and Venues, Parks & Arts.
  • Coordinate with external partners on issues related to homelessness, including nonprofit service providers, businesses, and other government agencies, and communicate any issues or areas of concern with DCI leadership.
  • Serve as the City’s first point of outreach to individuals in need of services, in coordination with Neighborhood Services and Enforcement, the Police Department, and residents.
  • Understand and effectively communicate to others the unique challenges and complex circumstances facing unhoused individuals.
  • Serve as an expert within the City on current issues, policies and research related to homelessness.
  • Gather and maintain data for City-funded services and programs related to homelessness, such as the weather amnesty program.
  • Develop and maintain an up-to-date list of resources for homeless individuals in the City and areas nearby.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED

  • Expertise in programs and public policy related to addressing homelessness, and an general understanding of the current research around programs to reduce homelessness.
  • Familiarity with the services and programs available to help homeless individuals or those at risk of homelessness.
  • Ability to display respect and sensitivity when engaging with unhoused individuals and those at-risk of homelessness.
  • Demonstrates a high level of professionalism and respect during interactions with other City departments and external agencies and partners.
  • Ability to work as a productive team member and operate at a high level and adapt in an environment with changing and urgent priorities.
  • Demonstrated ability to build and maintain relationships and to work effectively with a diverse group of individuals, displaying sensitivity to a variety of perspectives.
  • Ability to work with efficiency, flexibility, humility and open communication.
  • Ability to manage and adapt to ambiguity and conflicting priorities in a public office environment.
  • Strong project management and data management skills, including a sharp attention to detail and the ability to manage multiple projects simultaneously.

NON-ESSENTIAL/MARGINAL FUNCTIONS: Perform other duties and assume other responsibilities as apparent or as assigned.

EDUCATION / QUALIFICATIONS: College degree in social work, psychology, public administration, or related field.

CERTIFICATES, LICENSE, REGISTRATION: Valid Driver’s license required.

EQUIPMENT: Personal Computer, motor vehicle; calculator, phone; copier and scanner.

PHYSICAL DEMANDS: The employee is required to walk outdoors.

WORK ENVIRONMENT: Standard office setting with some travel from site to site.
