SUPERVISION:

Non-Supervisory.

GENERAL PURPOSE OF JOB:

Performs a variety of criminal justice duties related to the assessment, monitoring and supervising of adult defendants in the Pretrial Services Program.

ESSENTIAL JOB FUNCTIONS:

Pretrial Services:

  • Monitors and supervise defendants, including but not limited to; phone calls, completing intake and orientation, case meetings, drug and alcohol testing, whereabouts monitoring and compliance, physical appearance checkups and curfew monitoring.
  • Assists with interviewing new defendants, preparing reports and appearing in court for arraignment hearings and subpoenas.
  • Responds to defendant problems/pretrial misconduct including but not limited to counseling to influence behavior modification, mediate disputes, and performs crisis intervention as needed.
  • Assist defendant with understanding their bond requirements. Help to overcome obstacles to ensure they are meeting those requirements. Refer and know resources that may help.
  • Responds to defendant incidents, crisis, and violations. May need to talk with law enforcement.
  • Conduct pretrial screens of individuals to assess and determine risk levels using the Colorado Pretrial Assessment Tool (CPAT). Be accepted and maintain access to CBI/FBI database.
  • Initiate and maintain accurate and complete case documentation and correspondence.
  • Make initial/re-evaluation release recommendations to the courts in formal reports.
  • Re-evaluate individuals to assess the need for more or less supervision as needed.
  • Establish and maintain effective working relationships with clients, employees, supervisors, other Departments/Offices, and other agencies.
  • Review all work products to ensure highest level of quality.
  • Meet daily court deadlines and weekly reports to the court.
  • Position is considered a marginal driving requirement and may be required to travel throughout the County on an occasional basis.
  • Observe safety precautions and use County property in a safe and professional manner.
  • When a local declaration of emergency or disaster is declared by the Board of Commissioners, all Garfield County employees may be required to work as a Disaster Service Worker.

  • Pretrial Expertise: Knowledge of constitutional case law pertaining to Criminal Justice Services and Colorado criminal laws that pertain to residential programs and judicial proceedings. Ability to learn the Colorado Pretrial Assessment Tool (CPAT).
 
Position Requirements

MINIMUM QUALIFICATIONS:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Garfield County may be substituted for the following requirements.)

  • Education: High School Diploma or equivalent.
  • Experience: Two years of experience in criminal justice, human services, or a related field.
  • Licenses & Certifications: Valid driver’s license. CPR Certification.
  • Additional Requirements: Must be 21 years or older at the time of employment. No felony convictions or disqualifying criminal histories within the past seven years. No record of driver’s license suspension or revocation in any state

PHYSICAL ACTIVITIES AND WORK ENVIRONMENT:

REQUIRED PHYSICAL ACTIVITIES:

  • Sitting: The primary task involves sitting at a desk, computer, or workstation for extended periods, performing administrative tasks and using computer equipment.
  • Lifting and Carrying: Occasional lifting and carrying of lightweight office supplies, documents, or small packages may be required, typically not exceeding 15 pounds.
  • Bending and Reaching: May involve occasional bending or reaching to access office equipment, files, or supplies within standard office settings.
  • Grasping and Typing: Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Visual Acuity: Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Hearing: Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Walking/Mobility: Occasional short walks, or mobility, within the office premises may be necessary to attend meetings, access common areas, or collaborate with colleagues.
  • Stamina: Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.

WORK ENVIRONMENT:

The employee is occasionally exposed to hazardous situations, which may involve physically violent persons, interviewing mentally or emotionally disturbed persons or bodily injury from biohazards, infections, or blood-borne pathogens.

The noise level in the work environment is moderately loud depending on locations; at times the noise level may be loud. There are frequent interruptions and multiple demands.

WORK HOURS:

  • Hours are typically 6:00am to 2:00pm Monday through Sunday with rotating shifts.
  • There may be times when an employee may need to work outside the established work week, such as after hours or on the weekend.

REQUIRED TRAVEL:

The employee is regularly required to travel within the County.

TECHNOLOGY AND EQUIPMENT:

Computer and relevant software applications, spreadsheets, calendars, and word processing. Will also work with calculators, telephone systems, and mobile phones.

NOTE: This position requires a pre-employment background check which will include a Criminal Background Check, Education Verification, Employment Verification, and Motor Vehicle Record. Employment is contingent upon successful completion of these items.
