Description

Valley First Credit Union is seeking a dynamic and pro-active Vice President of Technology to join its Senior Management team. This is an exciting opportunity for a strategic and results-oriented individual to lead the modernization efforts of the Technology Department for a dynamic and growing credit union. This position will lead the IT function, including systems and programming, computer operations, phone operations and related vendor relationships. The ideal candidate must have a strategic vision to identify innovative technology and develop an implementation plan. This leader will foster exceptional employee growth and development skills and will work collaboratively with others on the team to deliver strategic initiatives. In addition to setting objectives and strategies for the IT department, this position is also responsible for aligning technology with Valley First’s strategic priorities, monitoring, and analyzing technology trends, ensuring ongoing stability of the Credit Union’s systems, and bringing efficiency to the Credit Union’s infrastructure, automation, and integration of technology.

The ideal candidate will have the technology skills and expertise to think both in the big picture and be hands-on in a fast-paced environment.

  • Responsible for the security of our technology function and optimize the core and other platforms currently in play.
  • Participate in strategic and operational governance processes of the Credit Union as a member of the Senior Team.
  • Work closely with the Chief Risk Officer to develop strategic plans, review reports organize plans and make recommendations for major information technology projects involving functional changes within the Credit Union and budgets.
  • Understand the strategic direction of the Credit Union by partnering with functional business leaders to ensure alignment of IT strategic roadmap with the growth needs of the business units.
  • Streamlines, nurtures, and helps direct the vision of the Credit Union.
  • Responsible to “future proof” the organization from a technology perspective.
  • Monitor emerging trends in the financial services industry to identify potential innovative solutions and services for members and business intelligence tools.
  • Formally submit information technology recommendations, lead hardware and software selection, reviews vendor agreements and conduct contract negotiations.
  • Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
  • Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the enterprise’s IT infrastructure.
  • Ensure projects are completed to budget, timelines, quality standards, and communicate risks and progress to business stakeholders.
  • Develop business case justifications and cost/benefit analyses for IT investments, and initiatives. Measure return on investment to ensure achievement of defined outcomes.
  • Define and communicates plans, policies, and standards for the organization for selecting, acquiring, implementing, and operating IT systems.
  • Instill a culture of service and responsiveness by ensuring continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
  • Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
  • Collaborate with and direct the activities of 3rd party technical resources across managed service providers, vendors, and contractors.
  • Communicate effectively with both technical and non-technical colleagues at all levels in both verbal and written communications.
  • Develop a culture that promotes high engagement for all IT employees and ensure goals are well understood, creating a collaborative environment, building confidence & trust, and creating cooperation amongst team members in achieving goals.
  • Plan, staff, train, coach, mentor, and direct employees within the IT infrastructure team. Recommend staffing levels and resources for the department.
  • Mentors the technology employees.
  • Lead the governance and operational processes surrounding information and cyber security.
  • Manage cyber risk with new projects.
  • Assess, monitor, and communicate risks associated with IT investments.
  • Establishes lines of control for current and proposed information systems.
  • Work in a fast-paced environment with the ability to adapt and change priorities as the business needs change.
  • Adhere to established IT policies and standard operating procedures in alignment with NIST, FFIEC, & NCUA audit standards.
  • Adhere to all applicable Federal and State laws and regulations governing the Credit Union, including the Bank Secrecy Act (BSA).

Education:

  • Bachelor’s degree in computer sciences, Information Systems, Business, or other related discipline required. Master’s degree preferred.
  • Computer and network certifications A+ and Network+ preferred.
  • Industry security certification (i.e., CISSP, CISM, GIAC, etc.) preferred.

Qualifications:

  • Minimum of 3-5 years of experience leading, planning, and maintaining technology innovation and computer systems for credit unions larger than $500 million in assets. At least three years must have been in a leadership position.
  • Advanced experience with software applications, computer networking, credit union applications, systems security, and telephone systems required.
  • Advanced experience with Symitar required.
  • Knowledge of Salesforce helpful.
  • In-depth knowledge of applicable laws and regulations as they relate to IT.
  • Experience in strategic planning and execution.
  • Excellent understanding of project management principles.
  • Strong analytical, evaluative, and problem-solving abilities.
  • Committed to team and member service and must be a team player.

Salary Range

  • This position is a Grade 18, with a salary range of $143,584.56 to $239,307.60
  • The anticipated pay rate for new hires is between the low-end and midpoint of the range, depending on experience
  • The pay rates listed above are based upon the geographic location of our Administrative Offices in Modesto, CA using the greater Central Valley area for our pay range calculations
 
Position Requirements

Physical Requirements

  • Perform primarily sedentary work with limited physical exertion and occasional lifting of up to five pounds.
  • Climb/descend stairs in an emergency situation.
  • Operate routine office equipment including personal computers, copy machines, mobile and landline phones, calculators, and others as needed.
  • Maintain working on a computer for six to eight hours daily, on average.
  • Work extended hours if required or requested by management.
  • Regular, reliable, and timely attendance.

Working Conditions

Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.
