SERVICE AREA: BEHAVIORAL HEALTH SERVICES
JOB TITLE: Service Area Director
REPORTS TO: Associate Executive Director of Operations
JOB SUMMARY: Responsible for the strategic direction, overall management and coordination of designated programs offered through the Behavioral Health Service Area of Catholic Charities. Participates in program specific strategic planning, marketing and funding activities to ensure the appropriate development and utilization of services. Assumes operational responsibility for designated programs within a Service Area. Assures a positive working relationship among programs and facilitates a productive working relationship between the program teams and the communities served.
1. MAIN DUTIES AND RESPONSIBLITIES
1.1 Program Administration
1.1.1. Establishes administrative structure for the programs, including coordinated policies and procedures.
1.1.2. Directs, monitors, and evaluates services to achieve high quality outcomes.
1.1.3. Implements standardized quality improvement program in accordance with the agency-wide quality improvement goals,
1.1.4. Implements an integrated program evaluation system to monitor utilization and outcomes.
1.1.5. Participates in the agency's total Quality Management Program, adhering to its tenets and objects.
1.1.6. Assures program compliance with State, Federal and accreditation criteria and licensing requirements.
1.1.7. Chairs appropriate program committees and meetings.
1.1.8. Participates in designated agency-wide committees and meetings.
1.1.9. Reports regularly to the Associate Executive Director of Operations regarding programs and activities.
11.10. Supervises maintenance and equipment within the Service Area.
1.2 Fiscal Management of program budgets
1.2.1 Prepares annual program budgets for the Service Area.
1.2.2 Manages Service Area expense within budgeted guidelines.
1.2.3 Ensures revenue and expense ratios are in balance.
1.2.4 Purchases supplies and capital equipment within budgetary guidelines.
1.2.5 Ensures deliverables for managed care contracts including but not prior authorizations and length of stay requirements
1.3 Personnel Management
1.3.1 Responsible for the recruitment and retention of competent clinical and support staff.
1.3.2 Evaluates, promotes and disciplines staff within approved agency guidelines.
1.3.3 Develops and monitors staffing patterns and productivity indices to ensure standards of efficiency.
1.3.4 Supervises the activities of Program Directors and staff/ and delegates appropriate assignments.
1.3.5 Assesses and directs staff development.
1.3.6 Ensures proper clinical supervision, intern and peer programs within service area.
1.4 Marketing and Pubtic Relations
1.4.1 Participates in the development of a strategic marketing plan.
1.4,2 Plans and implements new programs as indicated by market survey data in concert with the overall strategic plan.
1.4.3 Participates in marketing and public relations activities. Represents programs at external professional and community meetings.
1.4.4 Serve as a resource for community speaking engagements and county meetings.
Program Admissions Process
1.5.1 Oversees program admissions process to assure effective coordination among services.
1-5.2 Works in collaboration with Program Directors, Supervisors and Access Help and information Center to facilitate effective/timely admissions process.
2. JOB RELATIONSHIP
2.1 The Service Area Director reports to the Associate Executive Director of Operations.
2.2 Supervises Program Directors, Associate Directors, staff and per diem staff.
2.3 Works in close collaboration with other Service Area Directors to assure quality programming and services.
3. OTHER RELATED INFORMATION
3.1 Contacts with others: Frequent interaction with peers, Leadership Team, board committees, and community leaders to facilitate operations and program development.
