JOB PURPOSE:

The Program Director for the Eagle Lake Children’s Center is responsible for the operation of all residential services provided to Unaccompanied Minor Children (UC) in care. The Program Director will oversee the facility’s day-to-day program management, ensuring program, state, and federal compliance, as well as fostering collaborative relationships with Federal and Local Stakeholders. The Program Director will supervise key program staff, including the Assistant Program Director, Clinical Supervisor, Lead Case Manager, PSA Compliance Manager, Education Coordinator, and other positions. The ideal candidate is a child welfare expert with proven leadership experience managing residential child (adolescent) care services.

 
Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

  • Responsible for the comprehensive supervision and authority over both the children and staff in this residential environment.
  • Execute short-term and long-term goals, objectives, strategic plans, policies, and operational procedures. Continuously assess and evaluate the effectiveness, efficiency, safety, and make necessary changes to enhance the program and operations.
  • Comply with Endeavors, ORR, and State policies and procedures governing the program and ensuring that the program is operating in maximum efficiency.
  • Monitor compliance for all operations, including human resource laws and best practices, contractual fidelity, local and federal laws and regulations governing operations, and fiscal/auditory compliance at their shelter.
  • Initiate purchase requests; receives supplies and equipment; and maintains related fiscal and inventory control records.
  • Collaborate with the Human Resources department to screen, interview, and onboard staff, providing specialized program-related orientation for new hires.
  • Supervise staff working a various shifts, weekends, holidays, and overtime; ability to respond to crises when necessary.
  • Cultivate and strengthen community relationships with both public and private social services, along with other agencies and programs.
  • Engage in meetings with local officials, heads of public and private agencies, community groups, and the general public to clarify the facility's functions, programs, and its role within the community.
  • Plan, implement, supervise, and evaluate the details of the program, including the safe and timely release of children in care.
  • With assistance from the Program Management Team, monitor progress and ensures training compliance.
  • Perform audits and maintain comprehensive records for the facility, clients, and staff, ensuring adherence to both Federal and State regulations.
  • Exercise considerable judgment, discretion and initiative in the performance of duties within established policies and procedures.
  • Oversees training curriculum and compliance to include but not limited to the CPI program, UC training, First Aid/CPR, and new employee Orientation.
  • Stay up to date on current trends and theories related to the program, while proactively recommending changes to agency policy and practices, as necessary.
  • Consistently meet or exceed productivity expectations for the program.
  • Oversee staffing patterns to ensure proper supervision and provision of child-care services that meet the needs of children in care.
  • Ensure the provision of planned but flexible program activities designed to meet the developmental needs of the children.
  • Create and maintain an emergency response plan to ensure all employees are available and trained to handle emergencies.
  • Manage the shelter according to Endeavor’s policies and procedures and ensures the operation complies with applicable rules of 748.535, Chapter 42 of the Human Resources Code, Chapter 745 of the GRO (relating to Licensing), and other applicable laws.

ESSENTIAL QUALIFICATIONS:

EDUCATION:

  • Master’s degree in social work or an equivalent degree in education, psychology, sociology, or other relevant behavioral science required OR Bachelor’s degree plus 5 years’ experience in child welfare administration, child protective services.

EXPERIENCE:

  • Bi-lingual English/Spanish strongly preferred.
  • 2 years’ experience in program management or as a director of a licensed child care program.
  • 1+ year(s) experience in working with policy or contract compliance.
  • Experience working with programs funded by the Office of Refugee Resettlement is highly preferred.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.

LICENSES: Driver’s License with clear record required.

VEHICLE: Must have daily use of a vehicle without prior notice. Valid driver’s license, access to an automobile, insurance, and willingness to drive to off-site locations, highly preferred.

OTHER:

  • Bilingual English/Spanish strongly preferred.
  • Must be available and willing to travel to various locations and with such frequency as the business need dictates (emergency evacuations, trainings, conferences). Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.

ESSENTIAL KNOWLEDGE, SKILLS, and ABILITIES:

  • COMMUNICATION: Ability to communicate clearly and effectively via oral or written means. Bilingual in English/Spanish strongly preferred. Ability to present a friendly and positive demeanor to parents, school personnel, licensing, staff and the general public. Ability to make oral presentations and write detailed proposals/reports. Present a professional and compassionate demeanor to minors in care, staff, and senior leadership. Have excellent communication and organizational skills, is well versed in departmental procedures and policies, and can discover ways to do the job more efficiently.
  • COMPOSURE: Ability to remain calm and maintain self-control in the midst of difficult circumstances and emergencies. Ability to respond in a professional manner in all situations. Ability to set and enforce behavioral limits.
  • DECISION MAKING: Ability to set work priorities and to evaluate and create solutions to work related problems. Ability to think analytically and evaluate the impact of decisions.
  • ORGANIZATION: Ability to plan ahead several months to a year. Ability to keep various on-going projects organized and files maintained accurately. Above normal levels of concentration and memory required. Requires good time management practices and the ability to meet multiple deadlines. Strong writing ability to document processes and provide Standard Operating Procedures and guidance for records maintenance functions.
  • COMPUTER: Ability to use Microsoft suite of office programs including Word, Excel, PowerPoint and others as necessary. Proficient knowledge of Word; complex tables, forms, etc. Working knowledge of Excel and PowerPoint, Visio a plus. Ability to develop and comprehend numerical and statistical data analysis. Expertise in process mapping.
  • MANAGEMENT: Knowledge of business and management practices involved in strategic planning, budgeting, resource allocation and leadership. Works with a bias towards action. Ability to evaluate effectiveness of initiatives. Must be highly organized, detail orientated, and reliable.
  • NEGOTIATION: Proficiency in convincing and exerting influence on regulatory authorities to achieve the best audit and investigative outcomes. Demonstrated capability to represent the organization with utmost professionalism during all negotiation processes.

 

PHYSICAL REQUIREMENTS:

  • Occasional - Ability to lift, stack, load and move up to 25 pounds from varied heights.
  • Occasional - Ability to bend and stoop when completing tasks or compliance checks
  • Constant – Ability to move as needed across a residential campus
  • Occasional – Ability to drive safely and recognize hazards.
