JOB PURPOSE:

The Deputy Director for Emergency Services provides strong leadership to a team responsible for overall implementation, oversight, and program services quality. They will ensure the effectiveness and quality of all services through monitoring, data management, research, evaluation, supervision, and the development and enhancement of program efficiencies. Under the direction of the Senior Director, this position will liaise with key stakeholders, including program funders and federal government agencies. They must maintain positive relationships with Endeavors partners at all times. This position is responsible for identifying, vetting, and securing new partnerships to expand effective and efficient service delivery.

 
Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

  • Sets goals and evaluates results to ensure that program objectives and requirements are in line with the contract agreement.
  • Undertakes quantitative data analysis, to determine implementation progress, service quality and achievement of program objectives.
  • Together with organizational and departmental leadership, work to leverage strategic relationships with service partners and other stakeholders to strengthen the network and grow Endeavors’ impact. Provides strategic thinking as it relates to Endeavors future expansions in new jurisdictional areas.
  • Builds and deepens relationships with partners (existing and new) to ensure engagement in future program expansions.
  • Participates in developing and managing complex program budgets. Creates reimbursement procedures and monitors program spending.
  • Leads staff in meeting the program contract obligations' objectives in a manner that respects and encourages their individual skills and educates them regarding the tasks and skills required to meet objectives.
  • Ensure work plan development, adherence to internal operating policy and procedures, and compliance with contractor obligations.
  • Develops, updates and promotes the use of key educational and technical assistance resources; participates in developing program policies and procedures.
  • Participates in developing funding reports and proposal submission.
  • Ability to complete and understand an Operational IAP
  • Develop ICS structure for current and future operations for Emergency Services
  • Develop plans, procedures and protocol for all-hazards incident management and incident-specific response in accordance with contracts.
  • Maintain knowledge and situtational awareness of current developments in emergency management and facilitate intelligence and information sharing across the division and/or agency as appropriate using MNS.
  • Monitor and inform division and agency leaderhip of activities of changes that could affect the likelihood of an emergency (national and international) as well as those that could affect response efforts and details of contract activation and/or plan implementation.
  • Develop division and agency emergency operations plans, standard operating procedures and concept of operations.
  • Other duties as assigned.

 

ESSENTIAL QUALIFICATIONS:

EDUCATION: Possession of a Masters degree in Business Administration, Emergency Management, Non-Profit Management or Public Administration, or other related field. A Bachelor’s degree combined with work experience can be substituted for the Master’s degree.

EXPERIENCE: Minimum 3-5 year of experience working with budgets, compliance, emergency management and emergency response. Certified Texas Emergency Manager-International Association of Emergency Managers preferred, FEMA Homeland Security Exercise and Evaluation Program certification in disaster planning and business continuity or National Incident Management System Certification, including Incident Command System certificates in 100, 200, 300, 400, 700, and 800 or ability to obtain in 90 days. Past experience working with Federal, State and local contracts providing emergency services resulting from a critical incident or declared disaster.

TRAVEL: Valid driver’s license, access to a vehicle, insurance, and willingness to drive to off-site locations, highly preferred. Able and willing to travel locally and nationally up to 25% of time.

LICENSES: Driver’s License with clean record required.

VEHICLE: Must have daily use of a vehicle without prior notice. Valid driver’s license, access to an automobile, insurance, and willingness to drive to off-site locations, highly preferred.

OTHER: Four (4) years progressive leadnership & managerial experience with increasing roles and responsibilities related to program development, management, evaluation, and supervision. Experience in administering and overseeing grants, including proposal development, cooperative agreement compliance, reporting, understanding of Federal Regulations, and budget oversight. Experience in developing and providing support, technical assistance, and content-related training to local sub-grantees, service providers, and/or internal staff. Proven ability to be creative and very flexible in a fast paced working environment. Strong organizational skills and ability to manage multiple projects and activities simultaneously. Experience in developing, executing, and evaluating new programs. Ability to evaluate data to identify trends and foresee programmatic implications. LOCATION: Position requires the selected candidate work from the corporate office location, virtual work option is limited given the type of work that is involved and need to work closely with the on site team.
