JOB DESCRIPTION

Position: Senior Residence Manager

Reports To: Director of Supports and Services

This position is exempt and not eligible for overtime pay for hours worked more than 40 during a single calendar week (Monday - Sunday).

Position Overview:

Under the direct supervision of the Director of Supports and Services, and in coordination with the clinical team the Senior Residential Manager is responsible for managing the day to day operations and supervising the staff of 2 or more residential programs in all aspects of the provision of supports and services provided to each person living in the assigned Catholic Guardian Services (CGS) residences by project, temporary and contract staff. The Senior Residence Manager is responsible for ensuring the health, safety and wellbeing of each person in compliance with their individualized plans and in compliance with all regulations, policies and protocols, while maintaining a homelike, supportive atmosphere that treats each person with dignity and respect and fosters independence and self-direction to the maximum extent possible.

Essential Job Functions:

  • Responsible for assigning, supervising and overseeing the Assistant Residence Manager responsibilities in the residential programs under the Senior Manager's purview
  • Trains and supervises all staff in the implementation of individualized person-centered supports and services to ensure the achievement of personal outcomes and life goals
  • Ensures each person is provided maximum opportunities to establish and maintain a network of community-based relationships and valued social activities
  • Ensures the actions of all team members embrace the direct support professional core competencies and code of ethics when carrying out their duties and responsibilities.
  • Ensures each person is provided support to improve health, safety, wellbeing, adaptive behavior, activities of daily living, self-help and social skills and which foster greater independence and self-direction to the fullest extent possible, in accordance with the plan of care and agency policy and protocol.
  • Ensures the timely and proper execution of all recommended interventions, plans of care, behavior support plans and procedures including but not limited to, medical, behavioral and nursing, in accordance with agency requirements and OPWDD regulations.
  • Interviews, orients, trains, observes, supervises, evaluates and disciplines staff, providing progressive disciplinary action, as needed, to ensure all staff carry out responsibilities as assigned.
  • Ensures that all staff and temp agency workers receive all required initial and annual trainings consistent with OPWDD regulations and agency policy.
  • Follows agency protocol for staff to be designated as agency authorized drivers.
  • Ensure that all full time staff obtain and maintain AMAP certification.
  • Ensure that each shift has a sufficient number of AMAP certified staff and agency authorized drivers to meet the needs of the individuals in the home.
  • Ensures the residence is appropriately staffed on all shifts at all times to meet the needs of each person served per their person-centered service plan.
  • Ensures proper management and handling of all consumer funds, including, bank accounts, personal needs allowance and burial accounts to protect the financial interests of each person served. This includes the timely establishment, maintenance, periodic audit and proper closeout, when needed of all personal accounts in accordance with agency and governmental procedures to include appropriateness and proper documentation of all expenditures and receipt of all deposits
  • Reviews and oversees all revolving fund budgets to ensure that all expenditures are appropriate, fully and properly documented, within allowable guidelines
  • In coordination with the Assistant Manager, ensures the timely scheduling of all required meetings, and accurate and timely completion of annual and semi-annual residential habilitation service plans, monitoring protocols, service provision documents, ledgers, and related documents per agency policies and procedures and applicable regulatory standards,.
  • Ensures coordination of supports and services internally and externally through the use of communication logs, meetings, program visits, case conferences and the like.
  • In coordination with the Assistant Manager, reviews and approves all time sheets and payroll records and maintains organized records for all staff, contractors and temporary personnel, including but not limited to personnel files, records on performance, supervision, training and evaluation.
  • Oversees and regularly inspects the facility, vehicles, equipment, supplies and follows up on all items identified needing to be repaired, replaced or otherwise addressed as per the agency's physical plant inspection protocol
  • Ensures that all measures for health, safety and well-being are maintained at the highest level by managing the maintenance of a clean, safe, personalized, and homelike environment at all times.
  • Prepares or ensures the completion of concise written reports, including but not limited to, habilitation planning documents, incident reports, progress notes, corrective action plans and submits all required documentation in an accurate and timely manner.
  • Ensures that all staff members communicate and behave in a respectful manner with all people including the people served, families and advocates, agency staff, state representatives and members of the broader community.
  • Ensures all services are provided in a manner that upholds the right to privacy, support informed decision-making and prevent abuse and neglect.
  • Ensures that all personnel are working in a coordinated manner to complete and accurately document the timely execution of such routine daily living tasks as self-care, laundry, menu preparation, transport, shopping, cooking, etc. to support each person in being as independent as possible, consistent with residential habilitation plans of service.
  • Reviews delivery of residential habilitation services and prepares monthly summaries of response for all individuals served by established deadlines to ensure quality and compliance of service delivery.
  • Works with administrative, clinical, service coordination, program staff and other community-based agencies to identify and maintain placement in day, vocational, employment or other services and supports for all individuals per their service plans.
  • Provides or arranges along with the Assistant Manager for transportation of individuals to and from medical/dental appointments, services and activities such as recreational or social, work, day programs.
  • Holds monthly clinical team meetings in all residential programs. Works collaboratively with clinicians and clinical supervisors to ensure timely action on medical, behavioral and other clinical needs including but not limited to scheduling medical appointments, staff training on medications, behavioral support plans and other interventions according to each person's plan of care.
  • Develops and maintains accurate and complete individual case records and maintains a site specific and Individual Plan of Protective Oversight, which is consistent with each person's abilities. Ensuring that each plan is implemented and modified as changes occur.
  • In conjunction with the Assistant Manager, accurately manages facility budgets and maintains all petty cash, purchasing, clothing, banking and personal needs allowance records and ensures all agency requirements and related regulations and standards are met.
  • Oversees and supervises meal purchasing, planning, preparation and implementation in accordance with each person's dietary needs and doctor's orders with support from the Assistant Manager.
  • Works with the Assistant Manager and residential nurse to ensure adequate AMAP coverage at all times. Ensures that all appropriate staff achieve successful completion and maintenance of all AMAP certification requirements in accordance with agency protocol and OPWDD requirements.
  • Prevents, recognizes and immediately reports all incidents, including allegations of abuse and neglect, serious reportable incidents and exceptional occurrences in accordance with agency policy and OPWDD Justice Center regulations.
  • Ensures all personnel at each residential program responds immediately to crisis situations and emergencies per the individual service plan, level of professional proficiency, agency policy and OPWDD regulations to protect the health and safety of each person served.
  • Maintains compliance with all fire safety regulations, protocols and training requirements to ensure that all personnel are proficient in carrying out emergency, fire drills and evacuations per OPWDD and agency policy. This includes activating the agency emergency internal notification protocol and summoning police, fire, ambulance or other emergency personnel when warranted.
  • Acts immediately to prevent or redirect behavior that is threatening or dangerous to the person served or others and will exercise appropriate interventions in accordance with OPWDD regulations, and/or SCIP-R guidelines, the person-centered plan of care and level of training.
  • Ensures that all personnel adhere to the DSP Code of Ethics and all confidentiality guidelines in accordance with HIPAA requirements and agency policy.
  • Attends all mandated agency meetings and trainings.
  • Carries out other duties, as assigned.

Minimum Job Qualifications

  • BA Degree in health-related or similar social service field, preferred.
  • Minimum of five years' supervisory level experience working in community residential programs serving people with intellectual/developmental disabilities.
  • Knowledge and understanding of OPWDD regulations for persons with intellectual and developmental disabilities
  • Valid New York State Driver's License that is maintained in good standing

Skills and Abilities Required

  • Strong oral and written communication skills
  • Good technology skills including cell phones, tablets and working knowledge of Microsoft Office Suite applications, including Outlook, Word, Excel and PowerPoint
  • Ability to meet established deadlines
  • Good interpersonal skills necessary to interact effectively with all parties.
  • Ability to manage and develop staff through coaching and progressive guidance
  • Ability to analyze problems and determine corrective measures
  • Complete all required trainings and maintain all required certifications (including, but not limited to, First Aid, CPR and SCIP-R, Certifications must be completed within six months of hire.
  • Ability to work a flexible schedule and provide residential coverage, as required.

Physical and Emotional Abilities

  • Ability to lift at least 30 pounds or more
  • Daily standing, bending and lifting
  • Must be able to stand for at least eight hours at a time
