Description

The Director of Compliance is responsible for managing business units within the Credit Union's Risk Management Division to implement enterprise-level standards, policies, and governance. This role reports to the Chief Risk Officer and broader senior team to design, enhance, and execute policies, procedures, testing, and controls to ensure compliance with federal and state laws and regulations, and address all areas of risk. Serving as a trusted compliance advisor/partner to both internal and external stakeholders.

  • Participate on special projects (new products/services, new/changed systems, etc.) providing consultation specific to the project relating to risks, processes, and controls.
  • Analyzes new and pending laws and regulations, which directly affect the credit union; develops or revises appropriate policies, procedures, contracts, and agreements to ensure compliance.
  • Provide proactive insights into trends, issues, threats, and opportunities in the financial services industry to the senior team.
  • Investigates and resolves compliance problems, questions, or complaints received from other units of the credit union, members, and government regulatory agencies. May develop and implement programs and training designed to increase employee awareness and knowledge of compliance policies.
  • Review the security and business continuity controls of the credit union's vendor management program for compliance with internal policy and procedures on an ongoing basis.
  • Acts as the lending compliance subject matter expert for the Credit Union and oversees lending compliance reporting functions such as Home Mortgage Disclosure Act reporting.
  • Responsible for overseeing credit union's BSA Program, including the MRB portfolio, and understanding risk exposure from the credit union's products and services, ensuring the BSA/AML and economic sanctions controls, and implementing procedures are adequate to manage risks, and providing guidance to enhance or implement new controls as needed.
  • Remains current with BSA regulatory compliance and establishes controls to mitigate risks emerging from new regulation, legislation and issues identified in the industry.
  • Acts as the BSA, OFAC and Compliance Officer for the organization.
 
Position Requirements
  • Bachelor’s degree from an accredited college or university desirable
  • At least five years' experience supporting operations, risk, and/or compliance related activities in financial industry
  • Analytical, organizational, communication, and decision-making skills
  • Proven track record of effectively designing and strengthening operational controls
  • BSACS, ACAMs, or CUCE desirable

Must be able to:

  • Perform job functions independently, or with limited supervision, and work effectively either on own or as part of a team.
  • Read and carry out various written instructions and follow oral instructions.
  • Speak clearly and deliver information in a logical and understandable sequence.
  • Effectively handle multiple, simultaneous, and changing priorities.
  • Exercise highest level of discretion on both internal and external confidential matters.
  • Demonstrate critical thinking skills and lead others.
  • The employee will abide by all Bank Secrecy Act rules and regulations.

Physical Requirements

  • Perform primarily sedentary work with limited physical exertion and occasional lifting of up to five pounds
  • Climb/descend stairs in an emergency
  • Operate routine office equipment including personal computers, copy machines, mobile and landline phones, calculator, and others as needed.
  • Maintain working on a computer for six to eight hours daily, on average
  • Work extended hours if required or requested by management
  • Regular, reliable, and timely attendance.

Working Conditions

Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.

Must be able to:

  • Perform responsibilities with composure under the stress of deadlines/requirements for extreme accuracy and quality and/or fast pace
  • Effectively handle multiple, simultaneous, and changing priorities
  • Exercise highest level of discretion on both internal and external confidential matters

Salary Range

  • This position is a Tier 15, with an annual salary of $100,873.52- $151,310.28
  • The anticipated salary for new hires is between the low-end and midpoint of the range, depending on experience
  • The range listed above is based upon the geographic location of our Administrative Offices in Modesto, CA using the greater Central Valley area for our pay range calculations
