This posiiton requires a person be able to work various shifts including nights, holidays and weekends.

 

General Purpose:

This entry level position performs a variety of criminal justice duties related to the monitoring and control of new clients/adult offenders in both residential and non-residential community correction programs. This position also supports clients/adult offenders by providing crisis intervention and redirecting behavior using behavior modification techniques. This position works under direct supervision while learning job tasks, and receiving training classes and on the job learning. Provides security/supervision over clients/offenders with dignity and respect, and in accordance with correctional facility acts and laws.

 

Residential:

Perform security functions within the residential facility ensuring the safety of inmates and staff; perform home checks on non-residential status clients and conduct pass location verifications in and around the County pursuant to the Division of Criminal Justice (DCJ) standards.

 

Non-Residential:

Supervise County and District Court inmates in a non-traditional incarceration program in a community setting. Develop working relationships with non-profit and governmental agencies in performing community work projects ensuring the safety of the public and inmates in the completion of these projects.

Criminal Justice Services Officer I:

Residential:

Under close supervision, performs the following essential functions:

 

  • Monitors the County’s residential community corrections facility, which operates 24 hours per day ensuring the security, safety, and well-being of the public, staff, and clients by direct observation, use of video surveillance, monitoring alarms including Global Positioning Satellite Systems.
    • Conducts security activities consistent with departmental policy, including random client body searches and vehicle, room and facility searches; monitors medication; conducts breath tests.
    • Conducts on-site employment visits and home visits. Responds to client incidents, crisis, and violations in the field and coordinates law enforcement assistance.
    • Administers drug and alcohol testing and collects urinalysis samples for testing following evidence collection procedures.
    • Collects money for deposit into client accounts.
    • Drive County vehicles to transport client to employment, other correctional facilities, counseling and medical appointments.
  • Provides crisis intervention counseling using CPI and Motivational Interviewing skills.
    • Responds to client problems and/or inappropriate behavior; provides counseling to influence behavior modification; mediates disputes; explores problem-solving techniques; performs crisis intervention as appropriate.
  • Observes departmental policies and procedures, standard operational procedures, Division of Criminal Justice standards, and Evidence Based Practices.
  • Communicate effectively and coherently in court, at parole hearings, with department personnel and inmates.
    • Uses radio, intercom and telephone communications systems.
    • Communicates with professional visitors and the public, providing information, directions, mediating disputes and advising of rights and processes.
  • Maintains current and accurate incident reports and other required documentation.
    • Writes incident reports, application referrals, resident intakes and other administrative paperwork.
    • Prepares investigative reports using sketches, symbols and mathematical computations.
  • Observes safety precautions and uses and maintains County property in a safe and professional manner.
    • May be required to restrain hostile & chemically affected inmates.
  • Performs other duties of a similar or related level as necessary or assigned.

 

 

Non-Residential:

Under close supervision, performs the following essential functions:

  • Monitors the County’s non-residential, court-referred individuals with community-based sentence requirements, ensuring the security, safety, and well-being of the public, staff, and clients by direct observation, use of video surveillance, monitoring alarms including Global Positioning Satellite Systems.
    • Conducts security activities consistent with departmental policy, including random client body searches.
    • Responds to client incidents, crisis, and violations in the field and coordinates law enforcement assistance.
    • Administers drug and alcohol testing and collects urinalysis samples for testing following evidence collection procedures.
    • Drive County vehicles to transport client to employment.
    • Processes and releases inmates, including taking their photographs and obtaining a serviceable set of fingerprint impressions. Detects handles or reports the presence of smoke, unusual or excessive noise, odors, etc.
  • Provides crisis intervention counseling using CPI and Motivational Interviewing skills.
    • Responds to client problems and/or inappropriate or abnormal behavior; provides counseling to influence behavior modification; mediates disputes; explores problem-solving techniques; performs crisis intervention as appropriate.
  • Observes departmental policies and procedures, standard operational procedures, Division of Criminal Justice standards, and Evidence Based Practices.
  • Maintains current and accurate incident reports and other required documentation.
    • Writes incident reports, prepares follow-up and revocation documents and other administrative paperwork.
    • Prepares investigative reports using sketches, symbols and mathematical computations.
  • Observes safety precautions and uses and maintains County property in a safe and professional manner.
    • May be required to restrain hostile & chemically affected inmates.
  • Communicate effectively and coherently in court, at parole hearings, with department personnel and inmates.
    • Uses radio, intercom and telephone communications systems.
    • Communicates with professional visitors and the public, providing information, directions, mediating disputes and advising of rights and processes.

 

Performs other duties of a similar or related level as necessary or assigned.

 
Position Requirements

Minimum Education: High School diploma or equivalent.

Minimum Experience: 1 year work experience; Experience can include a combination of education, training and work experience Criminal Justice or closely related field.

Licenses/Certifications: CPR Certification; Valid Drivers' License.

Background: Must be 21 years of age. Must submit to and pass a background check. No felony convictions or disqualifying criminal histories within the past 7 years. No record of driver’s license suspension or revocation in any state

 

Knowledge of:

  1. Relevant Federal, state and local laws, rules, regulations, codes and/or statutes.
  2. Constitutional case law pertaining to Criminal Justice Services; Colorado criminal laws that pertain to residential programs and judicial proceedings.
  3. Criminal justice, corrections and probation trends, principles, procedures and techniques.
  4. Judicial proceedings
  5. Policies and procedures of the Criminal Justice Services Department.
  6. Geography of the County.
  7. Effective supervisory practices.
  8. Motivational Interviewing and CPI techniques.
  9. Record keeping and reporting procedures.
  10. First aid and cardiopulmonary resuscitation (CPR) techniques.
  11. Modern office processes and procedures.
  12. Keyboarding, data entry and word processing skills.
  13. Basic arithmetic functions (add, subtract, multiply and divide).
  14. Relevant computer hardware and software applications.

 

Ability to:

  1. Speak, read and write the English language.
  2. Communicate effectively verbally and in writing; demonstrate competent communication skills in court and other formal settings.
  3. Supervise work crews: plan, organize, train, direct, coach, counsel, mentor, delegate work.
  4. Show initiative and exercise judgment within the parameters of the Department’s Policies and Procedures.
  5. Learn applicable laws, ordinances and department rules and regulations.
  6. Demonstrate knowledge in current corrections and probation practices.
  7. Read and comprehend legal and non-legal documents, including the processing of such documents as appropriate (i.e., file, alphabetize, label, etc.).
  8. Use independent judgment as to proper course of action, think, and act quickly in emergencies.
  9. Follow verbal and written instructions.
  10. Perform cashier duties accurately, if required.
  11. Handle stressful situations in a professional manner, including angry or difficult individuals; accurately assess situations and people.
  12. Endure verbal and mental abuse when confronted with the hostile views and opinions of inmates and other people encountered in an antagonistic environment.
  13. Supervise people from diverse groups.
  14. Use resources to solve problems.
  15. Learn, demonstrate and apply appropriate self-defense techniques.
  16. Accurately observe and document names, faces, numbers, incidents, dates, times and places.
  17. Establish and maintain effective working relationships with employees, supervisors, other Departments/Offices, and other agencies.
  18. Understand and practice safety procedures and precautions.
  19. Work irregular hours and shifts including days, swings, graveyard shifts, weekends and holidays.
  20. Maintain a high level of professionalism and confidentiality.

Frequently interacts with other Department employees.

Frequently interacts with inmates, clients, professional visitors and the general public; occasionally interacts with Boards, District Court, vendors or other organizations.

 

Use of Physical Force:

The use of physical force may be necessary in certain situations to protect clients, staff or third parties. Physical force will only be used as a last resort and shall be limited to force that would reasonably be used by citizens to protect persons, property, premises or to assist law enforcement officers. In any case, when physical force is used, the staff member(s) involved shall immediately notify management and shall immediately submit a thorough written report. The written documentation will describe the incident, names of those involved, date and time of incident, the type of force used, resulting injuries and justification for the use of force. In addition to avoiding physical force, except when absolutely necessary, the following actions should be avoided: profane language, loud or threatening comments and physically touching residents. Staff members of Criminal Justice Services Program are not usually peace officers or staff of a secure correctional facility. Use of or possession of deadly weapons is prohibited. While performing the essential functions of this job the employee is routinely required to work with the hand or hands in handling, seizing, holding, or grasping motions and with the fingers in picking or pinching actions; frequently required to lift and/or move up to 60 pounds and occasionally required to exert up to 50 pounds of force; is occasionally required to maintain body equilibrium while bending at the waist or at the knees. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, peripheral vision, and ability to adjust focus. The employee is required to sit, stand, talk, hear, and to walk, climb, balance, stoop, kneel, bend, crouch or crawl and taste and smell. When performing searches, the employee may be required to feel and detect objects, and bend, crouch, stoop, stand and/or walk for extended periods.

 

Work Environment:

While performing the essential functions of this job, the employee may be frequently exposed to outdoor weather conditions and occasionally exposed to the possibility of bodily injury from moving mechanical parts of equipment, tools and machinery. The employee occasionally works in and around high volume traffic and high, precarious places, and occasionally is exposed to fumes or airborne particles, toxic or caustic chemicals, and to the risk of electrical shock. The employee is occasionally exposed to hazardous situations, which may involve physically violent persons, interviewing mentally or emotionally disturbed persons or bodily injury from biohazards, infections or blood-borne pathogens. The noise level in the work environment is moderately loud, depending on locations; at times, the noise level may be loud, with frequent interruptions and multiple demands.

 

Work Schedule:

Work irregular hours and shifts including days, swings, graveyard shifts, weekends and holidays.

 

Required Travel:

The employee is frequently required to travel throughout the County.

 

Computers and Other Equipment:

Computer and relevant software applications; telephone system; facsimile; shredder; copier, camera screen.
