The Position:

The Long Term Care Ombudsman (LTCO) Program assures implementation of policies and procedures promulgated by the State and Federal government as well as those of FSA. The LTCO Representative visits long term care facilities and investigates reports of complaints and suspected elder and dependent adult abuse in long term care facilities. This position reports to the Long-Term Care Ombudsman Program Supervisor. The LTCO Representative will need to travel within Santa Barbara County and can choose to be based out of our Santa Maria, Santa Barbara, or Lompoc office.

Working with those impacted by trauma can be fulfilling and meaningful, yet simultaneously challenging, requiring attention to one’s self-care. FSA strives to be a trauma-informed and resilience-oriented organization, actively identifying and employing methods to support staff to embody a healthy and sustainable balance of care for others and themselves.

Sample Job Duties and Responsibilities:

  1. Maintain an ongoing presence in local long term care facilities and develops professional relationships with nursing and residential care facility personnel through these visits.
  2. Cross report instances of abuse, neglect and poor facility practices to appropriate agencies as mandated.
  3. Witness Advance Health Care Directives and property transfers to facility staff in excess of $100 in skilled nursing facilities.
  4. Participate in resident and family council meetings when requested by residents and their families and as time permits.
  5. Provide technical assistance to resident and family councils.
  6. Attend monthly Ombudsman meetings and participates in ongoing training.
  7. Document investigations and monitoring activities and prepares required reports in a timely manner.
  8. Provide educational programs to residents and families, facility staff, community groups and organizations and the general public on resident rights, placement, LTC issues, community resources, elder abuse and mandated reporting.
  9. Develop an annual Work Plan for approval by the LTCO Program Coordinator.
 
Position Requirements

Employment Standards:

  1. Bachelor degree in social work, nursing, human resources, mental health, gerontology, public administration or related field and/or at least three years equivalent experience required.
  2. Must complete certification training as a Long-Term Care Ombudsman in the State of California within 90 days of hire.
  3. Must be skilled in data preparation, training, solving complex problems, and communicating both verbally and orally.
  4. Ability to: conduct effective investigations, use community resources appropriately, make public presentations, prepare reports, and use a computer and talking with clients.
  5. Bilingual English/Spanish preferred.
  6. Background check and TB screen clearance required.
  7. Valid automobile insurance, valid California Drivers License and vehicle (mileage reimbursed) are required.
  8. May not have been employed by a long term care facility within twelve months prior to the date of employment.
  9. May not, nor may any immediate family member or household member have, or have had within twelve months prior to date of appointment, any pecuniary interest in a long term care facility nor derive any economic gain from a long term care facility.

Classification, Hours and Pay Rate:

  • This is a part-time or full-time position, with flexibility from 20-40 hours per week!
  • Positions working 30.0 or more hours per week will include benefits, such as: medical, dental, vision, life insurance, flexible spending accounts and 403(b) retirement plan. Vacation, holiday and sick leave also offered.
  • Pay dependent on education and experience.
