Description

EHS Technologies is seeking a full-time Junior Analyst in support Joint Base McGuire Dix Lakehurst.

Description:

Coordinates with the installation environmental element on federal and state mandated inspection, permit, and recordkeeping requirements.

Reviews NAWCAD Lakehurst Test Engineer Test Directives and other files / records, summarizes relevant information for environmental compliance, recommends environmental risk mitigation strategies, coordinates installation environmental review and communicates guidance to Test Division.  Follows up during the testing process to ensure compliance with guidance.

Inventories all environmental program assets (e.g. significant and insignificant Title V air permitted equipment, storage tanks, initial accumulation points, oil water separators, wastewater treatment systems, and flammable lockers) using all available web-based Infrastructure Business Operations Navy-NAVAIR-NAWC Support (IBONS) capabilities.  Uploads and maintains an appropriate digital continuity binder with the IBONS functionality to retain key documents, periodic sampling results, and current Navy and Air Force directives. 

Coordinates historic survey responses, locates necessary historical documentation and escorts tours to historic sites.

Implements Joint Base Integrated Solid Waste Management Plan. Provides periodic, written recycling guidance to the employee community through NAWCAD Lakehurst Public Affairs products and maintains current guidance on integrated solid waste management and Defense Logistics Agency Disposition procedures.  Maintains appropriate recycling containers in employee workareas and assists with procurement of additional requirements.  Coordinates with the installation for refuse / recycling dumpster activity and special recycling pickups as required.

Collects, tracks, computes, and summarizes statistical data in chart or narrative form as required.  Recommends changes to procedures to improve the reliability of data, enhance services, correct deficiencies, etc.

Monitors future requirements regarding specific pollutants (e.g., noise, radon, asbestos, pesticides, medical waste, acid rain, and unexploded ordnance).

Communicates, monitors, and tracks environmental training needs for the organization.

Identifies EMS and other environmental training requirements personnel assigned to the N68335 UIC.

Manages competency training records for competency assigned civilians, contractors and military personnel.

Supports compliance assessments.

Ensures organizations with collateral environmental program duties are maintaining required records.

Conducts periodic self-inspections of organizational-level work areas and assists with the Installation Wing Commander’s Inspection Program, the installation’s Environmental Compliance Assessment and Management Program (ECAMP), internal / external environmental audits and federal / state inspections, as necessary.

Assists with developing corrective actions to address identified findings.

Serves as a conduit between the NAWCAD Lakehurst, the NAVAIR Lakehurst Hazardous Materials (HAZMAT) Team, NAVAIR Lakehurst Site Operations Facilities, and the installation environmental function.

Reports any environmental emergencies by calling 9-1-1 and notifying supervisory chain immediately.

Attends EMS Cross Functional Team and other working group meetings as applicable to the NAWCAD Lakehurst mission.

Obtains Air Force eDASH website permissions.

Reviews new missions or process changes that may affect the installations aspect prioritization and coordinates with the installation environmental function.

Implements organizational-level proposed objectives and targets against the Pollution Prevention (P2) hierarchy.

Provides inputs, reviews and monitors Installation Environmental Action Plans (EAP), Activity Management Plans (AMP) and other environmental plans as developed by the installation environmental function.

Attends formal UEC training from Air Force Institute of Technology (AFIT), or equivalent source.

Attends annual refresher training as determined by the installation environmental function.

This position requires physical activity that involves walking, standing, bending, climbing stairs, and carrying light to medium weight items such as papers, books, small items of equipment, laptop computers, etc.  Occasionally, some work may require moving and/or lifting of computer component(s), system(s), and peripheral equipment.  This position is required to have a valid driver’s license authorizing the ability to drive a Government vehicle on base.

Perform other related duties as assigned to support the NAWCAD Lakehurst leadership, the Site Operations Office, the HAZMAT Team, and the installation environmental function in achieving the NAWCAD mission and program objectives.

Education/Experience:

Education: Bachelor's Degree in a business or technical field

Experience: 3 years’ experience in engineering/science management

Must attend formal UEC training from Air Force Institute of Technology (AFIT), or equivalent source.

Must attend annual refresher training as determined by the installation environmental function.

Exercises judgment and broad perspective in applying a thorough knowledge of the principles, concepts, and practices relating to environmental protection programs as they concern problems of organizing, planning, funding, and controlling environmental activities.  Some assignments require innovative and analytical techniques to resolve issues. 

Skill in using tact, diplomacy, mature judgment, and persuasion in dealing with personnel at all levels within and outside of NAWCAD.

Desired knowledge of the Air Force Environmental Management System, NAWCAD, and its mission and organization structure.

Work regularly involve long periods of standing, bending, lifting and stooping to complete various moves and furniture configurations in office and laboratory environments. Work will require frequent and recurring site inspections which may require a good deal of walking.  This position must be able to carry boxes and other small items for disposal.

The work involves regular and recurring exposure to moderate risks or discomforts that require special safety precautions (e.g., working at a storage, disposal, or spill site where there is risk of exposure to hazardous chemicals or other pollutants).  Outside exposure to hot and cold or rainy weather is expected.  Protective clothing and gear and observance of safety precautions are required. TDY is rare. 

Requirements: US Citizen and a Secret security clearance or the ability to obtain one
