This position is an exciting opportunity as part of a $350M construction of a new hospital on the campus of the St. Elizabeth's Hospital grounds that will improve the quality of life within the District of Columbia. The 180-acre campus, comprised partly of a former mental health complex, is one of the largest redevelopment sites within the District. This unique parcel offers the opportunity to develop over 5 million square feet of mixed-use buildings and enhance the Ward 8 surrounding community.

The Joint Venture of Cube Root Corporation and CBRE was awarded a 5-year program management contract in February 2020 to provide professional program management services to support the District in the planning, design management, construction management, commissioning, and occupancy of the projects.

There are number of projects that must be completed before work on the hospital begins. Among them is a proposed new road for and infrastructure for 13th Street, including relocating underground utilities and relocating a PEPCO substation. The contact delivery method is design-build. The estimated budget for the design and construction is $57M.

Although the title for this position is Assistant Project Manager, this person will be the senior-most Joint Venture person on the project. This person will report to the Project Manager who oversees many other separate projects.

Major Duties and Responsibilities

The responsibilities of the Assistant Project Manager (Infrastructure and Utilities) position include:

  • Delivering Phase 4A, 13th Street Infrastructure and Utilities project on schedule and within budget
  • Coordinating with the design-builder for obtaining necessary DCRA permits including District Department of Transportation (DDOT) permit
  • Coordinating with the District Office of Energy and Environment (DOEE) for pre-design review meetings (PDRM)
  • Conducting regularly scheduled progress meetings with the design-builder, keeping minutes of these meetings, and sending agendas and invitations to attendees
  • Reviewing design-builder's monthly invoice and recommending approval/disapproval of payment
  • Coordinating design and constructability reviews of design-builder's design submissions for constructability, clarity, consistency and coordination and conformance with DDOT specified criteria.
  • Coordinating cost reviews of design-builder's submissions
  • Submitting Monthly Status Reports
  • Coordinating the design-builder's baseline schedule and monthly progress schedule
  • Coordinates meetings with local elected and community leaders to update them on project progress. Occasionally, may be asked to attend these meetings.
  • Participating in regularly scheduled safety meetings
 
Position Requirements
  • A Bachelor's degree in engineering from an accredited institution or, for construction managers, a bachelor’s degree in construction management from an accredited institution. In Lieu of an accredited degree, five (5) years of comparable engineering, or construction may substitute for the engineering, construction management or architecture degree.
  • Two to fours years’ experience designing and/or constructing roadways.
  • Ability to communicate clearly, orally and in writing.
  • Ability to work collaboratively with a diverse staff.
  • Basic knowledge of scheduling principles and entry-level familiarity with scheduling software such as MS Project; ability to discern critical activities; ability to determine what has caused delays to critical activities.
  • Entry-level familiarity with project management collaborative software such as ProjectTeam.
  • Familiarity with and intermediate working facility with Microsoft Office suite of products.
  • Introductory familiarity with estimating guides such as RS Means and an entry-level ability to prepare simple independent estimates or to research specific item costs.
  • Introductory familiarity with construction contracting principles and practices.
  • Familiarity with design-build delivery method.
  • Have or ability to obtain OSHA 10-hour safety class certification within 60 days
