SUMMARY

The Project Manager (PM) is responsible for the overall administration, organization and execution of designated technical projects/contracts, ensuring that goals and/or objectives of the project/contract are accomplished, meeting customer (District of Columbia Department of Transportation - DDOT) and company expectations, within the project/contract prescribed timeframe and budget.

The PM shall have demonstrated experience in managing a large curbside/parking asset management program.

The Project Manager (PM) is the overall team lead for the project. Policy decisions, decision making authority and customer satisfaction are the primary roles of this position. The PM has complete authority to make decisions on behalf of the Company and shall have a minimum experience of 10 years in a successful project management role and fulfill the core competency of said role.

QUALIFICATIONS

  • Experience in management and execution of large, integrated system projects. Specific experience in curbside asset/parking management is required.
  • Responsible for the day to day management of the project/contract agreement.
  • Ability to work in a 24/7/365 environment.
  • Represent the Contractor during progress meetings, design review meetings, contract negotiations, and open item meeting with DDOT.
  • Serves as project focal point for coordinating communications with customers, Cube Root, employees, consultants, and/or sub-contractors.
  • Manage customer expectations on deliverables.
  • Responsible for the Quality Assurance of the project.
  • Responsible for the Safety of the project.
  • Ability to think quickly and clearly in support of project requirements.
  • Monitors the performance of the project and directs the development of reports as required.
  • Develops and monitors the project budget, costs and job estimates, schedule, and plans specifying goals, strategy, staffing, scheduling, risk assessment, contingency plans, and allotment of resources for each phase of the project.
  • Manages contracts/project activity and status to ensure compliance with internal and external project and contractual obligations.
  • Develops reports and presentations in support of company, customer and other constituents for which the PM is responsible.
  • Oversees the development of daily, weekly, monthly and annual performance monitoring including the development of corrective actions plans and direct input into monthly invoicing and subcontract resolution of payments.
  • Oversees the development and revision of operating procedures.
  • Responsible for sub-contractor agreements, billing, and contract compliance.
  • Provides technical advice, direction and assistance to project personnel.
  • Oversees the efforts of project subcontractors.
  • Develop and mentor personnel such as Project staff to prepare them for future professional growth.
  • Responsible for oversight and direction of subcontractors in the achievement of contract goals and in accord with subcontract agreements.

Position Requirements

QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES

  • B.S. or Engineering Degree in Civil, Transportation or Electrical/Electronic or management related field.
  • PE is preferred.
  • Ten (10) years or more experience in technical management (Hardware and Systems focused) experience. Transportation Technologies are preferred.
  • Five (5) years or more of progressive supervisory and management experience.
  • Ten (10) years of progressive direct experience in Parking management and/or Maintenance can substitute for a B.S degree.
  • Understanding the practical applications of engineering science and technology applying principles, techniques, procedures and methods to the design, installation, and maintenance of field deployed systems.
  • Transportation Technology experience is preferred with experience in the following technologies/products: Parking meters, parking systems, shared bike racks, etc.
  • Effective communication skills both verbal and written.
  • Computer skills (MS Office Suite and Windows Operating Systems)

KNOWLEDGE, SKILLS, & ABILITIES

  • Ability to read, interpret, modify, or create project specific documents such as technical, operational, maintenance and procedure documentation.
  • Ability to write technical reports and correspondence.
  • Ability to effectively present information in one-on-one and small group situations to clients, and other employees of the organization.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to calculate figures and amounts such as discounts, interest, commissions.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work in the field at the site of ongoing projects, as needed to meet project or program goals.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is regularly working in a mix of field activities as well as an office business environment.  The noise level in the work environment is usually moderate.  This role will require some travel.
