Description

Job Summary: The substance abuse counselor shall be responsible for assessing the care needs of consumers, using NJSAMS or other designated standardized clinical interview tools, and diagnosing each consumer for substance use disorder using the DSM-IV TR. The counselor shall utilize motivational interviewing techniques to engage the consumer in the recovery process, and support a transition to continuing care following the detoxification experience. The counselor shall provide psycho-educational services to program participants and individual/ family counseling on an as needed basis.

Essential Functions:

1. Provide screening and diagnostic assessment for all potential detox candidates using NJSAMS data collection system.

2. Unless clinically contraindicated, collaborate with the medical, nursing staff, and consumer, to develop a written treatment plan that includes goals and measurable objectives, and is client centered and recovery oriented. Due to the very brief nature of the detoxification process, all objectives will be time referenced and well defined.

3. Provide the psycho-educational and substance abuse counseling services specified in the client treatment plan.

4. Provide emotional support and utilize best practices to assist the consumer in better understanding the realities of their addiction and recovery needs. Motivate for continuing care services.

5. Assist the consumer in identifying their personal recovery needs and how these might best be met. Assist the consumer in developing a personal recovery plan.

6. Develop a consumer discharge/transfer plan to ensure movement to the appropriate level of care.

7. Assist the care manager in facilitating linkages with continuing care resources and with community based supports as may be needed and appropriate.

8. Document all services in accordance with practice and regulatory standards.

Other Duties:

1. Participate as a member of a multidisciplinary team for assigned consumers.

2. Provide active case consultation and documentation of all counseling and education services, assessments, reassessments, referrals and follow-up in the consumer’s clinical record, and provide appropriate signatures and dating of such entries, including those made in electronic records.

LICENSES/CERTIFICATIONS NEEDED:

LCADC or CADC or another licensed health professional doing work of an alcohol or drug counseling nature within their scope of practice.

A CADC shall work under the supervision of an LCADC, or another health professional licensed to supervise work of an alcohol or drug counseling nature within their scope of practice.

A CADC cannot diagnose substance abuse without the signature approval of an LCADC or other clinical supervisor approved to do so.

Substance abuse counseling staff without LCADC or CADC status, or who are not other health professionals licensed to do work of an alcohol or drug counseling nature within their scope of practice, shall function as counselor-interns, and shall:

Be enrolled in a course of study leading to CADC or LCADC status, or to another health professional license that includes work of an alcohol and drug counseling nature within its scope of practice, without regard to changes in employment, with progress towards certification or licensing on file, reviewed by the facility at least semiannually and documented; and

Be trained, evaluated and receiving continuing formal clinical supervision by the director of substance abuse counseling or designee, pursuant to the clinical supervision rules of the State health professional licensing board for the course of study in which they are enrolled; the Board of Marriage an Family Therapy Examiners (BMFTE) for licensed marriage and family therapists; the BMFTE’s Professional Counselor Examiners Committee for licensed professional counselors; the BMFTE’s Alcohol and Drug Counselor Committee for LCADC and CADC; the State Board of Psychological Examiners for licensed psychologists; and the State Board of Social Work Examiners for licensed clinical social workers.

 
Position Requirements

- Bachelor’s degree in human service field.

- CPS (Certified Prevention Specialist); OR minimum 100 hours towards CPS and scheduled to take national exam; OR CHES (Certified Health Educator Specialist) completing 50 hours ATOD (Alcohol, Tobacco, Other Drugs) training and committed to taking exam for CPS; OR Masters or doctorate with 3 years full-time experience in substance abuse prevention.

- 2 years’ experience in community-based substance abuse prevention work.

- Bi-lingual and bi-cultural in English/Spanish preferred, but not required.

- Able to use computer in time-proficient manner.
