Solid Waste Management Director

Description

The Solid Waste Management Director is responsible for the management of all solid waste operations, including residential and commercial collection and disposal, yard waste, transfer station, recycling center, and landfill operations.

 

MAJOR DUTIES

 

  • Coordinates with and manages the superintendents of the divisions within the department to ensure the effective management of all solid waste operations.
  • Analyzes operational and administrative procedures and problems to evaluate and balance community needs and expectations as to Solid Waste issues, and to modify organizational procedures to meet changing conditions.
  • Prepares and administers the annual budget; supervises accounting and auditing processes; monitors expenditures under the current year budget.
  • Analyzes monthly solid waste budgetary reports.
  • Prepares and presents agenda items before the City Commission.
  • Attends weekly department head meetings.
  • Responds to and resolves citizens concerns and complaints.
  • Coordinates with engineers and geologists to ensure Solid Waste compliance with environmental regulations and any needed corrective.
  • Hires, trains, assigns, directs, schedules, supervises, evaluates, and disciplines personnel.
  • Performs related duties.
 
Position Requirements
  • Knowledge of industry standards for solid waste collection.
  • Knowledge of the principles, standards and practices of Solid Waste and Landfill operations.
  • Knowledge of recycling programs or other methods to reduce the amount of material deposited in Landfill.
  • Knowledge of accounting and budgeting procedures.
  • Skill in the interpretation and application of environmental regulations.
  • Skill in reading and interpreting geological and groundwater chemical composition reports.
  • Skill in reading and interpreting topographical surveys and drawings.
  • Skill in the operation of computers and job-related software programs.
  • Skill in management and supervision.
  • Skill in oral and written communication.

This position has direct supervision over Solid Waste Superintendent – Residential & Transfer Station (1), Solid Waste Superintendent – Commercial (1), Landfill Manager (1), Solid Waste Supervisor – Residential (1), Solid Waste Supervisor – Yard Waste (1), and Administrative Coordinator (1).

  • Bachelor’s degree in a related field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require five to seven years of related experience.
  • Possession of or ability to readily obtain within twelve months of hire a valid commercial driver’s license issued by the State of Georgia for all types of vehicle or equipment operated.
