SUPERVISION RECEIVED: Supervised by the Vice President for Student Affairs & Dean of Students

SUPERVISION EXERCISED: Supervises Police Captain, Police Officers, Office Manager, dispatchers, and student workers as may be engaged by the department.

POSITION SUMMARY: The Chief of Police serves as the chief administrator for and supervisor of the Moravian College Police Department and, as such, advances the mission of the Department which is the following: "The mission of the Moravian College Police Department is to promote a safe and well-ordered environment for students, faculty, staff and other members of the community by extending care and assistance, by overseeing the physical surroundings and, when necessary, by enforcing laws and regulations, all carried out in a compassionate manner hallmarked by the values of Respect, Integrity, Service and Excellence (RISE)."

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Direct, monitor and enforce the rules of the institution and the Commonwealth of Pennsylvania to protect the security and safety of all constituents.

  2. Formulate, evaluate, and implement policies to cover issues such as crisis incident protocols, campus and building accessibility, parking, keying, lighting, and crime prevention.

  3. Develop and conduct programs to heighten the awareness of the College community regarding personal security and sound security practices.

  4. Select, train, evaluate, and discipline all members of the Police Department to include all officers and dispatchers.

  5. Oversees the operation of the dispatch center that is immediately supervised by the Office Manager/Dispatcher who exercises supervision over the dispatchers.

  6. Oversees the issuance of E2Campus Alerts, Timely Notifications and Crime Alerts to the College Community.

  7. Direct and/or participate in incident investigations.

  8. Coordinate all emergency response plans, protocols, tests, drills, and tabletop exercises.

  9. Work closely with staff in Student Affairs to resolve student incidents (administrative judicial matters), matters involving safety and security and non-police matters that involve the overall support of the Student Affairs Division.

  10. Work closely with Facilities and Information Technology concerning safety and security matters involving students, faculty, staff and college-owned property.

  11. Work closely with the Athletics Department in providing security awareness and code of conduct (administrative and criminal behavior) orientation to all student athletes.

  12. Work closely with all departments of Moravian College in providing assistance in determining security concerns for special event planning.

  13. Work closely with all departments of Moravian College in assisting in non-police/ security matters that may include serving on search committees or interview panels for prospective new employees.

  14. Develop and administer departmental budget.

  15. Maintain all security and safety equipment and systems such as automobiles, weapons, alarm systems, emergency phones, security cameras, card access, and IDs.

  16. Develop all necessary administrative guidance for the department to include general orders, rules and regulations and directives, making sure that all officers are trained in their content and application and reviewed annually.

  17. Conduct Internal Investigations involving alleged misconduct and/or violation of the Department Rules and Regulations or the Moravian College Employee Handbook by any member of Campus Police which includes all officers and dispatchers and issue corrective administrative action for those allegations which were sustained.

  18. Ensure compliance with all statistical record-keeping and reporting duties, which include but are not limited to the Clery Act and the FBI Uniform Crime Report.

  19. Provide Clery Act training to all members of the Athletics Department for their role as a Campus Security Authority.

  20. Oversees the administration of the issuance of parking permits.

  21. Serve as Co-Chair of the Parking Task Force Committee and Chair of the Parking Appeals Committee.

  22. Update the annual Parking Rules and Regulations as adopted by the Parking Task Force Committee.

  23. Coordinate with Facilities any temporary road or parking lot closures that may impact the campus community.

  24. Coordinate with Facilities the proper traffic control signage and posting throughout college-owned traffic-ways.

  25. Coordinate with the City of Bethlehem Traffic Engineering Department any traffic matters that involve the City of Bethlehem and Moravian College that may include temporary road closures due to special events, parking restrictions or safety enhancement concerns.

  26. Maintain and develop solid relationships with local, state and federal law enforcement agencies.

  27. Perform additional duties as assigned.

QUALIFICATIONS:

  • A master's degree in police administration, public administration, or a related field is preferred; a bachelor's degree in one of these fields is required.

  • 15+ years of police experience is required; experience in college or university policing is essential as is experience as a department head (or assistant department head at the management level of a large department).

  • Certification under PA Act 120 or, if from outside PA, the ability to get comparative compliance as a police officer in PA, is preferred.

  • Certification under PA Act 235 or the ability to become certified is required.

  • Appreciation of the service and educational role of a college Police Department

  • Demonstrated leadership and management skills.

  • Excellent organizational skills as well as superior interpersonal skills (verbal and written), and an ability to work closely with all constituencies of the College including students, staff and faculty, in addition to the general public.

  • Computer literacy as well as experience with Microsoft Office, particularly in terms of database applications, word processing and spreadsheets.
