USSTRATCOM - Command Speechwriter

Job Summary

The Command Speechwriter shall provide Advisory and Assistance Services (A&AS) and expertise to prepare speeches, articles, remarks, talking points, and toasts for Senior Leadership at USSTRATCOM. The speeches, articles, remarks, talking points, and toasts will cover a broad range of topics and vary depending on the venue, audience, purpose, length, and security level. The speechwriter shall provide stand-alone, researched, and integrated products which convey the Commander's strategic message.

Job Duties

  • Speeches, articles, remarks, talking points, and toasts must meet Commander or other senior leader intent and must be integrated to ensure consistency of Command messaging.
  • Prepare speeches for USSTRATCOM Senior Leadership. Requirements for speeches are generally identified 2-3 months in advance of keynote speaking engagements, change of command ceremonies, and retirement ceremonies. Mission requirements may dictate shorter lead times.
  • Conduct research of the event and determine background information on location, attendees, and focus of event. Research shall include Internet search, personal and telephone interviews, reference books, and subject matter expert meetings. Provide an abstract, an outline, and background information for senior leader review and comment upon notification from the Government. Describe the context for the speech and why the leader’s words are important. Interview senior leader for direction of speech prior to event, unless otherwise requested by the CAG Director or a designated representative. Prepare draft speech, up to 60 minutes in length, based upon senior leader-approved outline. Provide well-integrated, appropriate quotes, and coordinate with the USSTRATCOM staffs. Modify speech, as required, following staff and senior leader review.
  • Prepare and draft articles that will be published in local, national (including federal), or international periodicals such as professional journals, newspapers, magazines, or newsletters. These products may include products to be quickly published for response in next day's paper. Provide outline and background information for senior leader’s review, unless otherwise requested by the CAG Director or a designated representative. Draft article based upon senior leader-approved outline.
  • Prepare remarks for USSTRATCOM Senior Leadership. Requirements for remarks are generally identified 1-3 months in advance of ceremonies, promotions, and conferences. Mission requirements may dictate shorter lead times. Research the event and determine background information on location, attendees, and focus of event. Provide outline and background information for senior leader’s review, unless otherwise requested by the CAG Director or a designated representative. Draft remarks based upon senior leader-approved outline. Draft remarks shall typically be 5-10 minutes in length. Modify remarks, as required, following senior leader review.
  • Prepare talking points for USSTRATCOM Senior Leadership. Requirements for talking points are generally identified 1-2 months in advance of office calls and meetings. Mission requirements may dictate shorter lead times. The contractor shall research the event and determine background information on location, attendees, and focus of event. Provide outline and background information for senior leader’s review, unless otherwise requested by the CAG Director or a designated representative. Draft talking points based upon senior leader-approved outline. Draft talking points shall typically be 5-10 minutes in length. Modify talking points, as required, following senior leader review.
  • Prepare toasts for USSTRATCOM Senior Leadership. Requirements for toasts are generally identified 1-3 months in advance of official community or military social engagements. Mission requirements may dictate shorter lead times. Modify toasts, if required, following staff and senior leader review.
  • Maintain an indexed archive file of all written speeches, articles, remarks, talking points, toasts, abstracts, and reference material. Coordinate with the Public Affairs Office to arrange the public release of manuscripts when applicable and the Command Historian to place speeches, articles, remarks, talking points, and toasts in the official archive when applicable.
 
Position Requirements

Minimum Position Requirements

  • Bachelor's degree from an accredited college or university in one of the following degree fields: English, journalism, communications, history, or political science.
  • Minimum of ten (10) years of demonstrated experience in speechwriting expertise (minimum of 10 years’ experience) at a senior level (elected officials, corporate leaders, General / Flag officers, appointed national leaders).
  • Must have an active TS clearance with SCI eligibility.
  • Ability to provide writing samples of previous speeches.
  • Some travel required.
