JOB TITLE: Manager of Legislative Affairs

CURRENTLY IN POSITION: Vacant

POSITION SUMMARY: The manager of legislative affairs will support America's Essential Hospitals' advocacy efforts by establishing and maintaining relationships with key congressional staff, organizing grassroots and stakeholder initiatives, engaging member hospitals in federal advocacy efforts, and supervising operations of association PAC.

REPORTS TO: Vice President of Legislative Affairs

PRINCIPAL DUTIES AND JOB RESPONSIBILITIES*:

    • Developing AEH's message regarding safety net policy issues

    • Conducting legislative outreach and communicating AEH's advocacy messages and policy positions with members of Congress and legislative staff

    • Assisting in planning and executing legislative events and Hill briefings for congressional staff, including materials preparation

    • Developing advocacy materials such as message cards, talking points and briefing packets for AEH staff and members

    • Educating association members on legislative and policy issues and effective advocacy efforts through teleconferences, webinars and in-person meetings

    • Working with AEH's advocacy team to motivate AEH members to contact Congress regarding time-sensitive legislative priorities

    • Representing association Political Action Committee (PAC) at political events for members of Congress

    • Supervising day-to-day operations of association PAC, including fundraising, disbursements, and legal/regulatory compliance

    • Assisting the development of and implementation of PAC fundraising and contribution strategies

    • Representing AEH at coalition meetings with other national associations and attending hearings and other meetings as necessary

    • Working with other AEH departments to coordinate advocacy activities, including education and conference planning, membership and research

    • Monitoring legislative status of issues as assigned

    • Helping to coordinate AEH's member government relations committee

    • Traveling to AEH member facilities and participating in AEH conferences as appropriate

Position Requirements

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Possesses a good understanding of federal lobbying and has existing bipartisan relationships with legislative staff
  • Strong analytical writing and verbal communications skills
  • Highly organized and skilled in synthesizing complex materials
  • Creative thinker
  • Positive customer service attitude
  • Proven ability to work on a team

PREFERRED KNOWLEDGE AND SKILLS:

  • Knowledge of health care financing and legislation
  • Ability to think strategically

MINIMUM EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor’s degree and a minimum of 5 years of political experience focusing on health care issues and/or
  • Master’s degree and a minimum of 4 years of relevant experience
  • Capitol Hill staff experience strongly preferred
