Description

Provide Advisory and Assistance Services (A&AS) services to accomplish Engineering and Analytical support tasks including assessments through ISR analysis, modeling, simulation, and visualization, to include the following: Execution and integration support of modeling and simulation tools; Design, development, and testing of assessments methodologies, techniques, and databases; Perform operations analysis and data evaluation to identify trends and patterns; Generate briefs, data visualizations and technical reports; and Perform operation and maintenance of associated systems and data, as specified.

 
Position Requirements

Candidate must be able to perform the following tasks:

  • ISR Data Acquisition, Management, and Analysis Support. provide the following A&AS support for the J-32 Assessments Data Initiative.
  • Identify relevant ISR data sources for ISR data acquisition, develop repeatable methods to access said data, condition the data for analysis, and identify the relationships between the various data sources.
  • Assist with the management of collected ISR data sources to include regularly updating data sources at relevant intervals, backing up data, and performing regular database maintenance.
  • Conduct analysis utilizing the J-32 Assessments analytic software.
  • ISR Data Management Support: Contractor personnel shall provide the following A&AS support:
  • Support the exploration, identification, extraction, transformation, loading, and visualization of ISR-related data sources.
  • Provide management assistance for maintaining a warehouse of ISR-related data. Support automation of data gathering, as well as data cleaning for customer use.
  • Assist with analysis of collected data using specified Commercial off the Shelf (COTS) Computer Software (CS), Government off the Shelf (GOTS) CS, or other data analytics CS.
  • Provide digital content and knowledge management assistance services for essential J-32 ISR mission data using specified COTS, GOTS, or other content management CS and computer software services including the following:
    • Microsoft SharePoint front-end development and design.
    • Data Analytics Software such as Tableau for data visualizations.
    • ArcGIS for map creation and analysis.
    • Microsoft Excel VBA (Visual Basic for Applications) for data normalization.
    • Data statistical analysis software such as R and 1.
    • Data transformation and manipulation tools such as Python.
  • Joint ISR Capability Development: Create, maintain, update, generate, operate, and document computer software, databases, and methodologies, and maintain and operate computer hardware as specified by the Government to support ISR decisions.
  • Solicit, gather, document, organize, and validate functional requirements for existing and new IT systems that support Joint ISR enterprise mission management functions.
  • Prepare validated requirements for review, prioritization, coordination, approval and submission to approved IT systems developers for execution and implementation.
  • Advise and assist government representatives in the development of functional IT integration concepts and operational architectures supporting Joint ISR enterprise mission management functions.
  • Provide tools development and project management support as specified by the Government including IT resource management and prioritization, acceptance testing, feedback, and socialization of new capabilities.
  • Provide ISR Collections and Operations Analysis Support.
  • Provide A&AS support for analysis of global ISR collection operations to establish and document the performance and effectiveness of platforms, sensors, and associated TCPED architecture.
  • Conduct analyses and assessments for improving operational planning, integration, and synchronization of systems including manned and unmanned airborne, space-based, maritime surface and subsurface and terrestrial sensors and systems coupled with associated TCPED in collaboration with CCMD, Combat Support Agency, and IC analysts.
  • Develop and maintain methodologies, metrics, processes, and databases to assess ISR capabilities, utilization, and employment plans.
  • Collect, collate, standardize, update, and validate information needed to support analysis and assessment.
  • Conduct comprehensive ISR assessments across the full spectrum of platforms and sensors and the TCPED cycle including requirements, allocation of ISR resources, and the intelligence value of resulting products.
  • Perform visualization and data management services for assessment tasks, providing data in required formats and using repeatable solutions to solve data integration problems including developing or utilizing software program patch configurations, bridge concepts, or data manipulation of COTS and GOTS computer software programs.
  • Provide technical review of ISR Collection Analysis output products.
  • Provide ISR Gaps and Shortfall Analysis Support: Assess adequacy and effectiveness of the ISR support to CCMD and Joint Staff and DOD information needs, requirements, and priorities.
  • Assess the ability of Global Force Management allocated ISR assets to accomplish assigned collection in global and theater plans and operations.
  • Conduct assessments and evaluate current ISR capabilities across the enterprise to identify gaps, shortfalls, and future risk in collaboration with IC and designated mission partners.
  • Provide response support and capability to requests for hypothetical-based, issue- based, or ad-hoc ISR assessments as follows: Facilitate the entire assessment planning and execution processes including establishing team members, defining scope, developing data collection plans, executing plans, and processing data generated to support assessments.

Qualifications:

  • Shall possess at least four (4) years demonstrated relevant current experience, defined as within the past six (6) years, with the following qualifications:
    • Data extraction, transformation, and loading.
    • Data warehouse management.
    • Using COTS or GOTS data analytic software.
    • Content management using COTS, GOTS, or other content management programs and services including the following experience in utilizing:
      • Data Analytics Software such as Tableau for data visualizations.
      • ArcGIS Portal & Insights for map creation and analysis.
      • MS Excel VBA (Visual Basic for Applications) for data normalization.
      • Data statistical analysis software.
      • Python.
  • Performing data cleansing and normalization.
  • Building of data dashboards with access by customers.
  • Understanding of the military operational environment.
  • Understanding of defense collection management processes and supporting databases.
  • Proficiency with Microsoft Suite software including Outlook, Word, PowerPoint, Excel, and Access.
  • Demonstrated knowledge of Arc Geographic Information System (ARcGiS) and Google Earth or other similar visualization tools.
  • Knowledge of the intelligence cycle and how the same relates to DoD collection operations, platforms, and sensors.
  • Demonstrate experience with the following: IC, DoD, and global ISR intelligence disciplines such as GEOINT and SIGINT; Collection Requirements Management and associated software tools such as GIMS, PRISM, NSRP, and SAVANT; and Collection Operations Management and associated software tools such as ROME and BVI.
  • Demonstrate experience with COTS data analytic applications such as SAS Federal, Tableau, and Spotfire.

Clearance:

Security clearance required: Top Secret (TS) with eligibility for Sensitive Compartmented Information (SCI) and Nuclear Command and Control/Extremely Sensitive Information (NC2/ESI).

Must be Special Access Programs (SAP) and Special Technical Operations (STO) eligible.

Based on access to certain compartmented programs, you may be required to pass a Counterintelligence (CI) polygraph examination, at the Government’s request.
