RB Hinkle is seeking an experienced Human Resources Manager whose primary purpose is to provide proven HR Generalist experience and skills to the areas of HR Advisory, employment law and employee relations, talent acquisition, and staff development to the benefit of the organization. The HR Manager will report to the President and will partner with HR teams in other areas of our company to perform the essential duties and responsibilities of the job, as outlined below. The position is located in Sterling, VA.

Talent Acquisition/Staff Development:
Develop a compliant, streamlined talent acquisition program.
Create and deploy a recruitment strategy and a staff development strategy and link the two strategies to the benefit of the organization.
Provide oversight for leadership development and key talent retention efforts, including organizational capacity planning, coaching/counseling, and professional development.
Assess current learning needs to diagnose critical areas of improvement, redesign and provide a blended learning solution that meets the organizational needs and provides optimal value.
Partner with the various departments to provide targeted development solutions ensuring that employees at all levels in the organization are engaged and performing to the best of their ability and that the culture at all sites is consistent with being viewed as a high performance.
Communicate with staff members about development concepts and processes, as well as promote organizational development by designing and implementing performance appraisal systems that increase productivity while reducing the use of company resources.
In partnership with leadership, identify opportunities to increase organizational efficiency and effectiveness.
Create feedback mechanisms that build on organizational and individual capabilities, as well as evaluate the effectiveness of these mechanisms regularly.
Preferred Experience, Skills and Abilities:
5+ years HR experience required in progressively responsible human resources management positions; specifically as an HR manager/generalist in employee relations, recruiting and OD.
Bilingual in Spanish and English is required
HR Experience in a construction industry is preferred
Bachelor's Degree in Human Resources, business administration or related field is preferred
Demonstrated experience/expertise in employment law compliance preferably supported by certification.
Supervisory:This position will be a standalone role with no direct reports.
Work Environment:While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
Travel:Minimal travel will be required.
