Atlas Research brings best practices and subject matter expertise in human capital solutions to help agencies improve human capital productivity and innovation by supporting all aspects of an employee’s lifespan. Atlas Research works collaboratively with clients to design and execute human capital programs from human resources business redesign to leadership and career development programs, and performance management solutions. Atlas Research is seeking a Human Capital Management Consultant to support a variety of human capital and talent management projects as a member of a high caliber and engaged team. The primary focus of the work is advising, planning, and implementing the people strategies that will move clients forward and achieve mission priorities; work can include workforce transformation efforts that range from strategic planning to tactical implementation.


The Human Capital Management Consultant will have experience and knowledge of issues impacting the Federal workforce and will have supported Federal leaders in addressing those issues. The consultant will be knowledgeable and experienced in human resources program planning and management; business requirements development and management, and program and integration support. The consultant will provide assistance to Federal leaders with developing and implementing recommendations to support emerging human capital programs, practices and frameworks. The consultant will be focused on further development and provision of human capital management best practices, program implementation, program evaluation, and change management implementation.


Essential Duties and Responsibilities

  • Applies knowledge of human capital, talent management, career development, workforce planning, and organizational development
  • Plans and conducts data collection and analysis of a broad range of human capital and organization improvement issues, and makes recommendations to address specific client challenges and issues
  • Collaborates with clients and teammates to develop implementation plans for new or transformational projects, programs and initiatives
  • Collaborates with clients and teammates to implement new or transformational projects, programs and initiatives
  • Collaborates with clients and teammates to develop and implement monitoring strategies
  • Coordinates work among the project team to build efficient teams that deliver solutions within the cost and schedule constraints of client organizations.
  • Provides oral and written communication to senior leadership through reporting and presentations
  • Contributes to bid and proposal efforts by writing proposal sections
  • Contributes to development and maintenance of the company’s brand identity by developing blogs, white papers, articles and other publications

Position Requirements

Minimal Qualifications

  • 5+ years of experience in Management Consulting
  • 3+ years of experience in human capital strategy, talent management, workforce planning, or succession planning
  • Experience and knowledge of human capital management and strategic workforce planning methodologies and tools
  • Possesses advanced analytical and problem-solving skills, including the ability to conduct research and synthesize complex information to identify and making a compelling case for the proposed solutions to human capital and talent management challenges
  • Ability to build productive and trusting relationships with internal and external clients and business partners
  • Possesses awareness and understanding the most current practices, technologies, trends, and regulatory issues that impact clients in the Federal Government
  • Builds productive working relationships
  • Strong oral and written communication, facilitation, and one-on-one feedback skills
  • Possesses strong technical writing and proposal writing skills
  • Proficient in Microsoft Office Suite and MS Project
  • Ability to obtain a US government security clearance
  • Applicants must have the legal right to work in the US as sponsorship is not available for this position


Preferred Qualifications

  • Master’s Degree in Human Resources, Industrial/Organizational Psychology, Human Capital, Public Administration, Business, or a related discipline
  • Federal Governmental experience, coursework or experience involving the analysis of administrative concerns and human capital issues in the public sector
  • Previous experience with working in large consulting or professional services firms.
  • Certification from the Human Capital Institute, the Society for Human Resources Management, or other certification body
  • Knowledge of US Code Title 5 and 38
