Information Technology and Services (IT&S) is responsible for planning, design, implementation, and support of NeighborWorks’ enterprise wide business applications and management of information technology resources and services. IT&S provides business applications and supporting services to identify, gather and efficiently organize the data that is required to support the business activities of NeighborWorks America (NWA) and its affiliated NeighborWorks Organizations. NeighborWorks America undertakes several major capital budget IT project initiatives in order to meet NWA’s current and future mission, goals, objectives and ongoing business requirements.

Reporting to the Senior Director, Program Management Office the Project Manager leads and manages IT project and program initiatives and process improvement initiatives within the division in support of multiple business functional areas. Acts as a project management and business analysis subject matter expert and is responsible for working with NeighborWorks America’s business functional groups in order to deliver technical solutions in the form of new and enhanced corporate and enterprise business applications.

Managing independently multiple small projects or major project initiatives from project initiation to project close with full budgeting and scheduling responsibility; preparing project budget, timeline, and resource estimates, and builds project business case for senior management approval; driving the evaluation of third-party packaged solutions and vendor delivery capabilities by developing vendor evaluation package, total cost of ownership for solutions, and degree-of-fit evaluations for the COTS products; assessing project resource needs in terms of experience and skill sets. Proposing requisition appropriate resources from the departmental managers; monitoring and tracking team performance, providing feedback and taking corrective actions as needed; delivering assigned projects on time, within budget, and high quality system solutions to critical business needs corporate wide; determining budget, schedule variance, and quality metrics and taking preventive and corrective measures to keep the project on track; preparing and presenting project status reports for senior management, executive management and business process owners; conducting project quality assurance and configuration management activities and reviewing and accepting project deliverables and work-products; and performing administrative closure of projects by conducting lessons learned sessions and communicating to relevant business stakeholders.

Position Requirements

(a) Education: A bachelor’s degree in computer science/information systems, engineering, business management or related field is required.
(b) Experience: At least (five) 5 years’ project management experience in relevant business and IT areas. Must have at least 10 years’ total IT work experience.
(c) Licenses, Certifications: Project Management Professional (PMP) Certification is required.
(d) Competencies, Knowledge, and Skills & Abilities: Certified proficiencies in project management body of knowledge from project initiation to close and project management tools and techniques. Proficient with using project management tools including MS Project. Excellent understanding of business process knowledge and concepts of business process re-engineering, requirements development and management processes. Ability to quickly learn and understand relevant business process areas in support of NeighborWorks America enterprise and corporate business applications. Proficient with system development life cycle processes and application support processes.  Excellent team management, interpersonal, and communication skills.  Excellent team facilitation skills. 
(e) Technology:  Technically proficient with the concepts of enterprise architecture, user interface design, use case modeling, object modeling, database design and data modeling. Knowledge of infrastructure technologies such as MS Windows Servers, Active Directories, and Enterprise BI technologies. Proficient in assessing infrastructure requirements. 

A master’s degree in a related field such as computer science is preferred. IT Infrastructure Library (ITIL) certification is also preferred.
