Description

Reporting to the Chief Operating Officer, the Senior Director for Migrant Services and Federal Affairs (hereto after Senior Director) will develop and execute program plans in alignment with Endeavors mission and vision. This position is dual-focused. First, the Senior Director develops strategic direction for the Migrant Services Division and oversees the creation and implementation of innovative and effective programs carried out through government contracts and partner organizations that empower migrants and advocate on their behalf. Second, the senior directoris the official intergovernmental liaison between the organization and the Federal government in the national capital area, Washington D.C. The Senior Director will be responsible for presenting Endeavor's interests to Congress and key officials/leaders within the Executive Branch. The Endeavors Migrant Services Division supports vulnerable migrants, inclusive of children and families, as they navigate life in the United States. Programs and services for families include, but are not limited to: mental health services; home-studies and Post-Release Services for unaccompanied migrant children; migrant transportation services; child-sponsor unification processes; migrant program training and analytics; and other related programs. The Senior Director will provide high-level collaboration with internal and external stakeholders and must demonstrate ability to leverage new and existing relationships to increase awareness, funding, and advocacy.

 
Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

Migrant Services

  • Provide leadership, vision, and strategic direction for service programs, including but not limited to; Family Alternative to Detention Case Management Programs, Home Study and Post-Release Services, UAC Transportation, and Mental Health and Wellness program.
  • Strategically develop plans that ensure diverse resource streams and growth for the organization. Work collaboratively with other departments within Endeavors to execute program plans.
  • Maintain good working relationships with federal government agencies: Health and Human Services’ Office of Refugee Resettlement, Department of Homeland Security, and other major funding partners in a manner that effectively represents Endeavors interests and is responsive to their concerns.
  • Contribution and management of numerous funding reports and proposal submissions, significant program development to enhance and expand opportunities to serve unaccompanied children and migrant families.
  • Provide direction in developing outcome-based program management systems, guiding staff in establishing appropriate indicators and measures to evaluate the quality, efficiency, and impact of Endeavors programs.
  • Establish departmental standards for staff and service partners and ensure systems are in place to hold them accountable. Ensure Endeavors principles and standards for effective service delivery and partnerships are incorporated into policies and procedures for staff and in contracts and letters of agreements, as appropriate.
  • Oversight and management of expenditures related to service delivery of Migrant Service Division. Analyze, prepare, and approve annual budgets.
  • Promote effective partnerships with local and national non-governmental organizations and communities.
  • Other duties as assigned.

Federal Affairs

  • Lead the organization’s Federal procurement portfolio, including effectively responding to government Requests for Proposal (RFPs), Requests for Information (RFIs), statements of work (SOW), statements of objectives (SOO), performance work statements (PWS), and other acquisition packages.
  • Plan and develop communications strategies, programs, work plans, policies and processes commensurate with Endeavor’s vision to strengthen the organization’s reputation and political impact.
  • Build and maintain collaborative relationships with Federal government officials, staff, Members of Congress, and D.C.-based civil society stakeholders; navigate complex issues and find common ground with multiple constituencies with differing, and often opposing, perspectives.
  • Maintain effective relationships with strategic Federal procurement teaming partners (inclusive of for-profit and not-for-profit organizations).
  • Establish and implement short- and long-range procurement/Federal business development goals, objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness and effect changes required for improvement.
  • Conduct ongoing formal risk assessments in the Federal ecosphere and anticipate and identify politically sensitive issues; effectively manage controversial and high-profile issues.
  • Understand, communicate, and advocate priorities to governmental officials, local and national organizations and other government entities on key legislative issues.
  • Establish team, department, and organizational strategies, policies, practices, and processes that foster an inclusive work environment, build cultural awareness and maximize a diverse workforce's benefits.

EDUCATION: Graduate degree in a relevant field (i.e. law, social services, public policy or administration, etc.). At least 10 years of senior management experience, ideally in an organization that delivers program services through partners. Experience leading and managing complex programs.

TRAVEL: Valid driver’s license, access to a vehicle, insurance, and willingness to drive to off-site locations, highly preferred. Able and willing to travel locally and nationally up to 25% of time.

WORK LOCATION: Hybrid – the Senior Director must be able to both work from home in a virtual capacity and/or transition to an on-site location, as appropriate.
