ESSENTIAL JOB RESPONSIBILITIES: Research and Develop an operations policy and procedure manual standardizing administrative processes for child welfare services consistent with applicable tribal law and order codes, Code of Federal Regulation, and relevant child welfare policies. Develop forms consistent with the administrative processes as outlined in the policies and procedural manual, in electronic and hardcopy format. Develop an organizational chart of positions required for a comprehensive child welfare system with clear definitions that outline roles, functions, and responsibilities. Provide policies, procedures, and protocols suitable to outlining the roles and responsibilities of all key stakeholders, including BIA Social Services, court personnel, judges, tribal social services, and law enforcement in collaboration with all named stakeholders. Engage and facilitate discussion on all policy, procedure, protocol, and form development with the BIA, Tribal Services program, Lead Contract Social Workers, Stakeholders and other Tribal programs as needed and identified. Additional duties contingent upon BIA and Family Endeavors guidance and approval within the scope of work required by and to supplement the contract. ESSENTIAL QUALIFICATIONS: EDUCATION: Must have a minimum of a Bachelor’s Degree from an Accredited University in Business Administration or Social Services/Human Services. EXPERIENCE: - Minimum of 5 years’ experience in researching, developing, and writing social service/human services policy
- Minimum of 5 years’ experience and knowledge of public policy issues related to child welfare
- Indian Child Welfare experience (ICWA)
- Ability to gather input from diverse stakeholders in policy and procedure development
- Must have proficient knowledge of Word, Excel and Outlook
- Must be able to pass full Federal background check & must have clear driving record
- Computer literacy and adaptability required
- Strong analytical and problem solving skills with ability to provide two or more options for problem-solving
- Ability to manage multiple projects and prioritize work
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion. LICENSES: Drivers License with clear record. VEHICLE: Must have daily use of a vehicle without prior notice. OTHER: Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must be able to commit to full contract assignment of 10 months at minimum and travel out of state 1-2 times per month. Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. EXCEPTIONS TO THESE CRITERIA MUST BE APPROVED BY THE DEPARTMENT HEAD. ESSENTIAL KNOWLEDGE, SKILLS, and ABILITIES: COMMUNICATION: Ability to communicate clearly and effectively via oral and written means. Ability to present a friendly and positive demeanor to staff, the general public and key stakeholders. Ability to build rapport with BIA and Tribal Services. COMPOSURE: Ability to remain calm and maintain self-control in the midst of difficult circumstances and emergencies. Ability to respond in a professional manner in all situations. COMPUTER: Working knowledge of Word, Outlook; Excel and PowerPoint a plus. Proficient internet search skills. 40 WPM, 90% accuracy. INDEPENDENCE: Ability to work independently; to schedule and manage time well, meet deadlines and be on time. TECHNICAL: Knowledge of best practices in child and family welfare a plus. TRAINING REQUIREMENTS: Orientation: Pre-service Training: Annual Training: MACHINES, TOOLS, EQUIPMENT, WORK AIDS: Multi-line telephone, computer, ten key calculator, printers, copiers, faxes. PHYSICAL REQUIREMENTS: Constant – Ability to communicate with staff and key stakeholders to determine needs. Frequent – Ability to make notes, input data, complete and review paperwork, produce reports, policies and forms. Frequent – Ability to drive safely and recognize hazards. WORKING CONDITIONS: Indoors: 80% - Office environment; may be subject to temperature extremes w/limited heat and A/C. Outdoors: 20% - All weather conditions and variable temperatures.
