Salary Range for this position is $100,000 to $105,000 annually
POSITION SUMMARY: The Department of Community Investment of the City of South Bend manages a wide breadth of services, programs, projects, and initiatives that support a thriving South Bend. The 88-member department leads the City of South Bend’s efforts on economic development, planning, housing development, community and resident engagement, building safety, code enforcement, federal grant management, sustainability, animal welfare, and more.
The Department manages a majority of the City of South Bend’s discretionary funds with a $21 million annual budget and additionally assists with the management of more than $30 million in annual revenues controlled by the Redevelopment Commission.
The Deputy Executive Director will work closely with the Department’s Executive Director to improve team performance, manage personnel, and develop new protocols to make government more effective for South Bend residents. The Deputy Executive Director will be expected to foster cooperation between teams within the Department and across other City departments, improve internal communication, and ensure internal resources are allocated optimally.
This position will also be expected to assist the Executive Director in the management of procurement, human resources, legal matters, and other daily operations of the department.
ESSENTIAL DUTIES AND RESPONSIBILITIES: This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
- Works to advance the priorities set by the City administration to promote opportunity for all residents
- Organizes interdisciplinary teams to accomplish strategic priorities and initiatives, as well as continuous improvement projects that improve the services delivered to South Bend, residents.
- Engages the private sector, other public sector agencies, and not for profit community and economic development groups to plan, develop, coordinate, implement and evaluate City projects, initiatives, and programs
- Leads strategic review of programs and processes of the teams within the Department of Community Investment
- Supervises and evaluates progress of staff, and coordinates department’s work with contractors, agencies and other City departments.
- Works with the department divisions to develop policy in the areas of housing development, business and economic development, neighborhood improvement, and financial and human capital
- Supports the Executive Director in the administration of the diverse and complex operations of the Department of Community Investment including budgeting, procurement, human resources, and legal matters.
- Supports the implementation of project management practices and other management practices that ensure accountability and performance of City programs.
- Develops and communicates programs, projects, and initiatives that advance the administration’s mission of delivering services that empower residents to thrive

EXPERIENCE/EDUCATION: 5 years of experience with progressive responsibility positions with a preference for public sector experience in a leadership position.
KNOWLEDGE AND ABILITY:
- Preferred experience managing teams or initiatives.
- Ability to lead organizational changes and initiatives, especially dealing with sensitive issues that impact multiple stakeholders.
- Curiosity and experience learning complex urban issues including planning, economic development, neighborhood improvement, housing, homelessness, environmental issues, real estate, animal welfare, resident engagement
- Outstanding communication and interpersonal skills with an ability to clearly explain long-term, complex plans and alternatives in both private and public meetings and presentations.
- Ability to build and maintain relationships with a diverse group of individuals that include community leaders, as well as elected and appointed officials.
- Capacity to evaluate and analyze complex plans, projects, and programs, taking into consideration such factors as the public budget process, sources and uses of revenue, conflicting community viewpoints and plans, political process, strategic planning considerations, and other constraints.
- Analytical decision maker who is action oriented, diplomatic, and persuasive and works with efficiency, flexibility, humility, and good humor.

CERTIFICATES, LICENCE, REGISTRATION: Valid Driver’s License, or ability to obtain one.
