This role will be responsible for assessing selected health care financing, quality and related policy issues to include identification of issues; impact analysis of policies; and advocacy of related legislation and regulations.
DUTIES:
Identify, interpret, model and analyze current and/or proposed Texas Medicaid hospital payments, including disproportionate share, uncompensated care, and other supplemental payments and/or proposed health care payment policies regarding state and federal regulations, legislation, and interim studies.
This role will develop comprehensive analyses and recommendations to support the Association’s public policy positions regarding current and/or proposed state and federal legislation and regulations related to hospital payments.
Monitor and influence state agency boards, committees and staff regarding hospital payment, regulatory and operational issues. Implement selected Association legislative and regulatory payment policy positions and develop educational programs as appropriate.
Develop analyses, background materials and/or positions for Association members, staff and external organizations regarding current and/or proposed state and federal legislation and regulations, as well as interim studies.
This role will also develop and submit comment letters regarding proposed rules to state and federal regulatory agencies. Provide written and oral testimony to external organizations regarding the Association’s policy positions. Research, measure and determine applicability of programs and policies in other states to the association and its members.
