Position SENIOR DIRECTOR, POLICY ANALYSIS  
Description

This role will be responsible for assessing selected health care financing, quality and related policy issues to include identification of issues; impact analysis of policies; and advocacy of related legislation and regulations.

DUTIES: Identify, interpret, model and analyze current and/or proposed Texas Medicaid hospital payments, including disproportionate share, uncompensated care, and other supplemental payments and/or proposed health care payment policies regarding state and federal regulations, legislation, and interim studies.

Identify, interpret, research, track and analyze the impact to hospitals of patient safety and quality-based payments and measures in the health care delivery system.

This role will develop comprehensive analyses and recommendations to support the Association’s public policy positions regarding current and/or proposed state and federal legislation and regulations related to hospital payments.

Monitor and influence state agency boards, committees and staff regarding hospital payment, regulatory and operational issues. Implement selected Association legislative and regulatory payment policy positions and develop educational programs as appropriate.

Develop analyses, background materials and/or positions for Association members, staff and external organizations regarding current and/or proposed state and federal legislation and regulations, as well as interim studies.

This role will aslo develop and submit comment letters regarding proposed rules to state and federal regulatory agencies. Provide written and oral testimony to external organizations regarding the Association’s policy positions. Research, measure and determine applicability of programs and policies in other states to the association and its members.

 
Position Requirements

The preferred candidate will have a Bachelor’s degree in a related field and a minimum of 5-10 years’ experience in a hospital, hospital trade association, or regulatory agency which requires broad understanding of varied policy issues facing hospitals in a constantly changing environment with detailed knowledge of Texas Medicaid hospital payments, specifically disproportionate share, uncompensated care, and other supplemental payment programs is required in addition to familiarity with state and federal rule making processes

The preferred candidate will have great people skills and experience in negotiating issues with agency regulators is required

Strong communications skills, both written and verbal. Ability to do public speaking; ability to communicate information about complicated topics effectively.

Must possess demonstrated proficiency and application knowledge of the latest version of Microsoft Office as well as demonstrated knowledge of database and spreadsheet programs.

Ability to travel 10% of the time.

Must have valid Texas Drivers’ License and proof of insurance.
