Major Responsibilities

The Program Manager (PM) has overall responsibility for the technical and administrative performance of the contract encompassing all Test Facilities Operations, Maintenance & Engineering (TFOME) functional areas at the NASA Glenn Research Center.  The PM is responsible for making decisions affecting the contract compliance and performance. The PM will perform strategic and tactical planning across the contract; align support with customer visions; promulgate innovation, efficiency, and continuous improvement.  The PM is responsible and accountable for all functional elements of the contract, including cost, schedule, technical performance, safety, security, financial reporting, subcontract management, personnel, contracts, procurement, salary administration, reward and recognition, discretionary overhead, labor relations, and employee morale.  The PM has full authority to adjust priorities, reassign staff, and obtain resources to achieve contract requirements.

Duties and Responsibilities:

  • Advises, interprets and provides counsel to management and staff on laws, government regulations, Alcyon, Inc. policy and program rules and procedures.
  • Communicates with functional and administrative managers and supervisors on contract technical and business issues.
  • Counsels managers and supervisors in all aspects of contract management, as required.
  • Develops reward and recognition initiatives and processes.
  • Establishes contract policies and procedures in conformance with established Alcyon, Inc. policies and procedures.

Education, Experience, and Skill Requirements:

Education:          Bachelor of Science Degree in Engineering, Technology Management, Business Management, Business Administration, Public Administration, or a related technical field.

Experience:        Fifteen years of direct technical experience in the aerospace environment working in two or more of the major TFOME functional areas: Test Facilities and Laboratories, Manufacturing, Lifting Devices and Equipment, and PBS Institutional Support. Ten years of progressive experience in government contracting managing a 200+ person staff.  Certification as a Project Management Professional (PMP) desirable but not required.


  • Knowledge of and skill in applying the principles, practices and procedures of government contract management.
  • Knowledge of and skill in interpreting and applying the Code of Federal regulations, Federal Acquisition Regulations (FAR, including the NASA Supplement), state statues and applicable rules and regulations related to government contracts.
  • Knowledge of and skill in interpreting applicable provisions of the Fair Labor Standards Act (FSLA).
  • Knowledge of and experience with provisions of the Service Contract Act.
  • Knowledge of and experience in interpreting and administering provisions of Executive Order 11246.
  • Knowledge of and experience in procurement, especially compliance with the FAR.
  • Knowledge of and experience in all aspects of subcontractor management.
  • Skill in problem analysis and resolution.
  • Skill in organizing, tracking and prioritizing assignments.
  • Skill in facilitating meetings and delivering presentations.
  • Skill in effectively using a variety of communications processes.
  • Ability to communicate at all levels both internal and external to the organization.
  • Ability to communicate effectively both orally and in writing.
  • Ability to exercise good judgment in dealing with contract as well as personnel issues.
  • Ability to objectively evaluate the performance of subordinates against job functions.
