Position Description: Project Director (PD)

Reporting to the Provider Resources, Inc. (PRI) Division Director, the Project Director (PD) must be experienced in the management and direction of the Research, Measurement, Assessment, Design and Analysis (RMADA) indefinite delivery/indefinite quantity (IDIQ) by the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services. Candidate should have a strong working knowledge of the Centers for Medicare and Medicaid Innovation (CMMI) Center models and RMADA IDIQ task orders. . S/he shall be capable of effectively communicating with individuals representing various professional disciplines, stakeholders including but not limited to healthcare consumers and service providers and providing technical assistance, as required, at every stage of project and model development. . S/he will be responsible for overseeing the delivery of on-time and within budget quality services.

Responsibilities

  • Understand and represent PRI’s mission, vision, and values to all internal and external customers
  • Engage clients in appropriate communication that manages client expectations and builds a collaborative relationship with the client
  • Interact with government and private sector clients, partners, and PRI staff in a professional and accountable manner, and as a representative of PRI management
  • Contribute to business development efforts for new sales and marketing to promote the business, including responses to requests for quotes, sources sought, proposals, and/or presentations as request
  • Partner with IT and Business to ensure operations and services are implemented and performed in accordance with contractual Statement of Work (SOW), budget, and technical proposed solutions, and approved by executive management
  • Direct project team members in order to successfully fulfill contract obligations with the highest quality and in a timely manner
  • Develop and maintain project plans to include Level of Effort (LOE)
  • Report project progress on a routine basis to PRI management - provide budget analysis and advise management of areas of concern, give recommendations for improvement of such areas, and implement such changes as necessary to ensure delivery of services on-time and within budget
  • Ensure IDIQ and task order requirements are met including quality of product and services, cost control, timeliness and business/stakeholder relations
  • Ensure an adequate quality assurance program and process are in place and strictly adhered to for all products and services
  • Submit timely and accurately monthly cost reports, including a plan to correct any cost variances or projected rate adjustments
  • Develop and prepare agendas, presentations and facilitate meetings for project-based work and / or PRI corporate work, as required by contracts and PRI executive management
  • Review and approve invoices, timesheets, accounting and billing to client agencies in accordance with PRI policies and at the request of the PRI CFO
  • Interview and recommend hiring of staff members for project and task order assignments and contribute to performance evaluations and assessments as required
  • Perform other duties as requested
 
Position Requirements

  • Minimum of a Master’s Degree or advanced degree in Public Health, Healthcare Administration, and or related field. Ph.D Degree highly preferred
  • Must have minimum of 5-10 years’ experience in program management in the healthcare industry
  • Experience in CMMI models, CMS policy and regulations, healthcare systems, technical assistance, analysis of large health care data sets, and managing effective business/stakeholder communications is required
  • Consulting work history as a successful Project Director in healthcare quality related field; PMP certification preferred
  • Knowledge of health care and health policy expertise
  • Maintains professional certification with continuing education credits
  • Must have successful experience managing government contract
  • Ability to work in a fast paced, organization that provides strategic communications
  • Demonstrated ability to make informed decisions, manage workloads, and meet and exceed deadlines independently
  • Demonstrated strong verbal communication skills and demonstrated ability to work with all levels of people across functional organizations within the company, the government, and other companies
  • Must be a “doer” who thrives on getting things done
  • Must be able to work across service areas to achieve expected performance
  • Ability to work with and lead a multi-disciplinary project staff
  • Evidence of a high level of confidentiality, accountability, and integrity
  • Excellent communications, negotiation and problem-solving skills

  • Exceptional technical writing skill
  • Excellent computer skills in a Microsoft environment
  • Experience using Power Point and MS Project software packages is preferred
  • Must have no conflict of interest (COI) as defined in 1154(b)(1) of the Social Security Act (SSA)
  • Ability to obtain and maintain U.S. Government Security Clearance
