OVERVIEW:    The Lower Elwha Klallam Tribe seeks to hire a Utility System Operator to operate its Drinking water systems (2) and Wastewater collection and conveyance system on the Lower Elwha Klallam Reservation. This position would involve working with a Utility Manager or utility management contractor. This position may be expanded in the future to include other elements of a community Public Works program.

ESSENTIAL FUNCTIONS OF JOB:

  1. Records daily operational information regarding electrical consumption, equipment run time, and meter readings.
  2. Maintains daily operation and maintenance records, notes equipment performance, and associated reports. Takes remedial action as necessary in the event of malfunction or failure of any wastewater collection or water treatment system equipment.
  3. Callout Service including 24/7 service to address customer complaints and system alarms. Must respond in timely manner to alarm callouts following notification.
  4. Assists the Utility Manager or management contractor with rebuilding, repairs, and maintenance of wastewater collection system components as required.
  5. Operates and maintains mechanical and electrical and collection equipment, calibrates meters, and charts.  Adjusts process control sequences on computer controlled programs.
  6. Operates and maintains the wastewater system tools and vehicles in a safe and efficient manner.
  7. Operates and maintains Community Water System infrastructure; collects periodic water samples as required for EPA regulatory compliance. 
  8. Provides periodic assistance to Natural Resources program staff with field support.

DAILY DUTIES:

Wastewater System:

  1. The Utility Manager will work closely with the Utility Operator to share knowledge and experience with the AirVac Wastewater System infrastructure, operation and maintenance.

  2. The Utility Manager and Operator will be responsible for day to day operations of the AirVac Wastewater Collection System that include:

    1. Monitoring wastewater effluent meters

    2. Responding to customer complaints

    3. Repairing equipment when necessary.

    4. Maintain a clean, safe, and well organized work space

    5. Outreach and education to customers to answer questions and to provide information about operation of the AirVac system.

  3. Drinking Water System

  4. Monitor each drinking water system for daily chloride residuals at the pump stations and at designated residential test sites.

  5. Monitor and record data associated with chlorine levels, pump station meters, and chlorine pump functions.Maintain ample supply of chlorine in vats and repair supply system as needed.

  6. Collect water samples for monthly bacterial indicators, or other tests, as necessary.

The Operator will be responsible for monthly reading of water meters and for the transmittal of these data to the Accounting Department.  The Operator will enter this data into the water system database and present monthly leak detection reports to the Utility Manager via email.

 
Position Requirements

MINIMUM QUALIFICATIONS:

Education/ Certification:  Requires the completion of an AirVac operation and maintenance course (Rochester, Indiana) and the successful completion of the State of Washington Water Works Certification (WDM1) within 6 months of employment. May require other trainings or educational classes as deemed necessary by the Utility Manager or Environmental Coordinator.  An Associates degree in a related technical/ mechanical field is preferred, but not required.

Knowledge, Skills, Abilities Required by Position:

  • Knowledge computer use for word processing (MS Word) and data entry (Excel).
  • Ability to operate and maintain various collection and wastewater system equipment and machinery.
  • Ability to perform basic maintenance and operation duties.
  • Ability to understand and follow departmental rules and regulations.
  • Ability to use personal computer and software programs beyond basic skill level
  • Ability to perform mathematical computations including addition, subtraction, multiplication, fraction, and percentage calculations in English and metric systems.
  • Ability to communicate with the public, general contractors, and vendors effectively and courteously.
  • Ability to establish and maintain effective working relationships with fellow employees in a teamwork environment.
  • Ability to use safe, effective, efficient, and economical work practices and habits.
  • Ability to read, comprehend, and interpret operation and maintenance manuals, processes and electrical, mechanical and structural drawings. Ability to read, write and understand English at a high level to maintain efficient job performance.

PHYSICAL REQUIREMENTS: Work is performed in all weather conditions and can be heavy, physical labor requiring bending, stooping, and lifting up to 50 pounds.

OTHER CONSIDERATIONS:

Continuing Education & Training Required:

  1. Attend periodic trainings to help stay current with the O & M requirements of the utility position.

Maintain WDM1 certification through the completion of WA State DOH approved CEUs on a triennial basis. This will require travel to various locations in western Washington to complete coursework offered by Washington State, Evergreen Rural Water, BIA, and other entities.

A writing sample, basic mathematical calculations, and a basic computer data entry exercise may be required at the time of the interview. 

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in Accordance with P.L. 93-638.
