Oversee the operations of Creative Options Day Support Program. Researches, plans, implements, supervises monitors and evaluates multiple clinical programs. Ensures that assigned treatment programs are responsive, efficient and congruent with the CSB’s clinical and fiscal goals and objectives. Provides clinical direction and consultation to assigned program managers and clinical supervisors and staff. Develops, manages and monitors program budgets, completes necessary administrative supports, and develops, monitors and assesses productivity and outcomes data. Develops and implements marketing and customer relations strategies to promote high utilization of clinical programs and promotes new business opportunities. Provides clinical and administrative leadership to ensure that clinical services are integrated across all disciplines and divisions. Ensures that all clinical programs are in compliance with applicable regulatory/licensure/accreditation standards.
DISTINGUISHING ELEMENTS OF THE CLASS:
I. IMPACT: The health and welfare of clients are directly dependent on the work of this class. The incumbent’s work affects the availability and quality of clinical services and supports available to our customers. Incumbent is responsible for the health and safety of the consumers, their families and others served in assigned programs. This position represents the agency in various external settings and directly influences public opinion of the CSB. This position has responsibility for ensuring that services are accessible, responsive, coordinated, sufficient and efficient. This position ensures that all assigned programs meet or exceed budgetary expectations. The position is directly accountable for the successes or failures of assigned programs. The work of the incumbent is highly visible to consumers, regulatory agencies, the public, other service providers and public agencies.
II. LATITUDE: Work is performed independently, with consultation from the Senior Director. Clinical work is guided by the standards and practices of the profession and substantial discretion and independent judgement is exercised in clinical matters. Administrative work is guided by agency policy, state and federal regulations, and sound business practices. Regular consultation on productivity, outcomes measurement, and financial operations and condition is provided by the Director of Financial Services.
III. RESPONSIBILITY FOR THE WORK OF OTHERS: Position directly supervises Program Supervisors, Case Managers, full and part-time professional and para-professionals, interns, volunteers and clerical support. The incumbent recommends appointment and termination to the Senior Director. Provides leadership, supervision and education to assigned residential and program staff (scheduling and staff development required by Medicaid and ICF/IDD regulations, DSS and Agency policy). Provides consultation to the Management Team.
IV. INTERPERSONAL CONTACTS: Work involves regular contact with Clinical Services Managers, Program Managers, Clinical and Residential Supervisors, Division Directors, clinicians, psychiatrists, clients, client families, local, state and federal assistance agencies, law enforcement, courts, and criminal justice officials, legal representatives, civic and community groups, governmental licensing personnel, housing authority personnel, health care providers and institutions, managed care organizations and other insurers.
V. DIFFICULTY: Work involves the application of highly complex diagnostic and clinical skills to a seriously impaired consumer population presenting a wide range of diagnoses. The incumbent establishes policies, procedures and protocols that guide the development, implementation, and evaluation of treatment programs and services. The incumbent provides leadership to the staffs of multiple programs and directly supervises the treatment efforts of other clinicians. This position’s professional duties, and consultative responsibilities require the incumbent to maintain competency in a dynamic and highly technical field. Work involves program planning, marketing, budget development and management and exercise of effective leadership. Maintain compliance with strict Medicaid and Intermediate Care Facility requirements and state and local regulations.
VI. COMMUNICATIONS: Work involves the preparation and presentation of detailed funding, grant and other program proposals including public presentations to current and potential client families, and other professionals; program policies, procedures and protocols, and treatment plans and reports. Public speaking and representing the agency to service providers, and the public will frequently be required. Work requires a high degree of oral and written communication skills.
VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent operates a motor vehicle and various other office and computer equipment.
VIII. WORKING CONDITIONS: Incumbent works in an office environment, client homes and treatment and residential facilities. Work requires travels to multiple area sites.

XI. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):
Develops, implements, coordinates, monitors and evaluates programs and services.
Develops and maintains policies, procedures and protocols to ensure efficient and effective treatment services that comply with quality assurance, accreditation, licensure standards, and program guidelines.
Ensure programs and services comply with all applicable documentation standards.
Ensures clinical programs are integrated across disciplines.
Supervises development, monitoring, measuring and analysis of outcome indicators for all clinical services.

Coordinates the screening, admission, and discharge of consumers to or from the program.

Assures that appropriate individualized services plan are developed and carried out by assigned staff for each client.
Works closely with the CSB Management Team to develop and implement strategic and marketing plans.

Prepares periodic and ad-hoc reports on programs progress and activities.
Serves as a backup for other IDDS/ICF Administrators when needed.

XII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling. May be required to assist with direct client care, as needed, to include: assisting with toileting and diaper changing, handling non-ambulatory consumers and their assistive technology such as wheelchairs and walkers and managing a wide range of difficult and aggressive behaviors.
