The United States Strategic Command's (USSTRATCOM) global missions require robust information systems and flexible, survivable command and control to support force planning and execution, and to ensure connectivity with globally-deployed forces. To fulfill these missions, USSTRATCOM has established multiple Distributed Command and Control Nodes (DC2Ns) for mission support to oversee the execution of its Unified Command Plan (UCP) missions. The DC2Ns provide the Commander (CDR) USSTRATCOM and CDR Joint Functional Component Command (JFCC) Global Strike (GS) an alternate environment for employing the organizations, resources, activities, and procedures that enable the Command to fulfill operational mission responsibilities on a continual or as-needed basis, should the primary facilities be unusable for any reason. USSTRATCOM may integrate a variety of space, ballistic missile defense, global strike, deterrence, global network operations (GNO) and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements into DC2N nodes. Central to the required mission capability are the full range of information technology (IT) systems used to access and participate in all pertinent domains inside and outside USSTRATCOM. Military and commercial satellite communications (Mobile Satellite System (MSS) and Fixed Satellite Services (FSS) line of sight, and landline communications are also integral components of the system of systems needed to accomplish the DC2N mission, as are audio and video presentation and control systems. These systems must provide the President, senior civilian leadership, USSTRATCOM, other Unified Commands, deployed global forces and support elements, and federal agencies with effective command and control capabilities and support related information needs.

Scope: USSTRATCOM requires contractor sustainment engineering and integration support to plan for and execute life cycle management, conduct configuration management, perform system engineering, and perform installation/integration of required systems into the DC2N infrastructure.

Objective: The DC2N architecture requires mission area contractor engineering support for day-to-day operations, support to C2 systems, and integration/installation of IT, communications, and associated interfaces. The contractor shall advise and assist the government in defining technical priorities and activities needed to support the overall operational mission. Contractor support shall enable the USSTRATCOM DC2N facilities to maintain a stable, configuration-managed environment while they undergo additional capability sustainment/development, and during periodic technical refresh projects. Contractor support with requisite skills is required to accomplish these objectives, and to maintain optimal operational performance of the DC2N si
