Category Professional Services  

Provide financial management support to the SJFHQ-E Resource Management Branch,  provide deliverables in support of Planning Programming, Budgeting and Execution (PPBE); support the generation and tracking of Program Objective Memorandums (POM), budget exhibits, spend plan development, tri-annual reviews, cost estimating, cost modeling, financial briefings, issue papers, impact statements, execution year obligations/expenditures, reporting, financial reviews, and travel administration support services.

Provide financial management support and cost management support services and identify and correct financial problems, make recommendations, and prepare processes and tools to prevent and correct financial errors. Will provide methods, processes, and tools to strive for cost, schedule, and performance efficiencies.

Employ cost estimating techniques and processes to prepare and maintain consistent and viable cost models to articulate and defend financial requirements throughout the PPBE cycles.

Perform trend analysis, variance analysis, risk assessment, and business modeling to identify issues and provide guidance and recommendations.

Support financial activities to include government travel card program and defense travel program administration and provide subject matter expertise to travelers on travel order preparation, voucher preparation, and travel entitlements.

Note: Position will move to Ft. Belvoir, Virginia no later than 30 June 2013


Position Requirements

Possess a minimum of 10 years of DoD financial management experience.

Possess a minimum of 5 years of experience interpreting DoD financial management
regulations, policies, and operating instructions applicable to financial management operations.

Possess thorough understanding of the DOD financial management system.

Possess the ability to identify, analyze, document, and resolve a broad range of budgetary problems such as development of alternative methods and timing of funding.

Possess the knowledge and technical skills to analyze and provide sound advice and assistance on complex financial issues.

 Possess the ability to review procurement actions to ensure proper and timely progression through the accounting and reporting cycle.

Possess the ability to compose budgetary support documents guidance such as statements of work, budget estimates, cost analyses, spend plans, etc.

 Possess functional knowledge to perform support tasks in financial accounting, funds management, accounts receivable, accounts payable, and travel management.

Be proficient in the use of Microsoft Software to include Microsoft Office (Excel, Word, Access, PowerPoint), and Microsoft Outlook to support task order requirements.
