 Public Health Foundation Enterprises invites applications for the full-time position of Research Analyst for the Division of HIV and STD Programs (DHSP) at the Los Angeles County Department of Public Health (LACDPH). This position with DHSP is funded by the California HIV/AIDS Research Program through a grant with LACDPH. The program is located in Los Angeles, CA 90005.

 The Division of HIV and STD Programs is seeking a Research Analyst to work on several demonstration projects that support our departments HIV Testing Linkage and Care Plus (TLC+) initiatives. These projects are intended to enhance existing county programing by ensuring HIV-infected persons have available resources to properly engage and sustain consistent clinical care. Ideal candidates will be adaptable to multiple research and clinical environments and have familiarity working with diverse populations such as homeless persons, substance users, persons with mental health issues, HIV-infected persons, men who have sex with men and transgender individuals.


  • Assist Project Coordinator(s) to ensure activities are conducted within the guidelines of Operations Manuals and Protocols
  • Develop and maintain successful working relationships with community partners
  • Conduct interviews and administer informed consents/HIPAA documents
  • Assist in the development and management of program databases
  • Assist Project Coordinator(s) with IRB related activities
  • Perform statistical analysis and manipulation of project data using SAS
  • Prepare tabular and graphic presentations of raw and analyzed project data
  • Utilize County/State surveillance systems to assist in project enrollment
  • Perform administrative duties related to the overall management of program deliverables
  • Perform other duties as described by protocol and as assigned by supervisor
Position Requirements


  • Excellent interpersonal, written and communication skills
  • Ability to conduct interviews, administer and score tests, and search case files and other documents or materials to obtain data for research projects
  • Computer proficient in MS office software
  • Ability to compile and organize data for statistical analysis, performing computations of standard deviations, correlations, tests of significance, and comparison with theoretical distributions
  • Ability to prepare recommendations and submit for review with investigative, factual, and analytical data in appropriate format
  • Ability to prepare tubular and graphic presentations of raw and analyzed data
  • Ability to assist in preparing reports and recommendations based on research findings
  • Ability to confer with departmental staff on research projects and to obtain information necessary to carry out projects
  • Ability to utilize County/State Surveillance systems to assist in project enrollment
  • Working knowledge of IRB requirements and certifications
  • Assist Project Coordinator(s) with Internal Review Board (IRB) submissions, requests and updates
  • Ability to participate and support program staff in the implementation of changes resulting from TLC+/PrEP Programs monitoring outcomes
  • Strong quality management skills to ensure compliance with all County guidelines and policy requirements
  • Ability to work independently, think critically, manage time, and exercise judgment to make sound decisions
  • Working knowledge of HIV/AIDS treatment and prevention, adherence issues, substance abuse, mental health and HIV behavior change principles and strategies
  • Ability to work and communicate well with others, particularly with cultural and linguistic competence regarding sensitive health related issues
  • Knowledge of organizational management, budget administration, and departmental policies and procedures
  • Knowledgeable and/or certified in HIPAA compliance, rules and regulations within the last five years
  • Ability to perform other administrative functions related to the TLC+/PrEP Programs as directed
  • Experience with County of Los Angeles contracting and monitoring procedures, and/or the facility to become proficient as a County contracting and monitoring administrator
  • Experience working within a health service research environment
  • Bilingual in English and Spanish preferred
  • Must be able to secure timely transportation for travel to a variety of sites throughout Los Angeles County
  • Must be able to successfully pass a background investigation (LIVE SCAN) to work in LA County facilities, as well as have a medical clearance


  • Must have experience working with marginalized populations
  • Must have either:

1) Master's degree from an accredited college with specialization in a field of the behavioral or social sciences;

2) A Bachelor's degree from an accredited college with specialization in a field of the behavioral and/or social sciences and any combination of subsequent education and experience in a field of the behavioral and/or social sciences for a total of two years;

3) Five years’ experience working in research performing progressively more complex administrative tasks to successfully affect the management of the TLC+ Program and PrEP Program objectives and goals.
