PHFE is seeking a Senior Human Resources Leader who will be a strategic partner to the executive team and will plan and deliver HR services across the organization as well as be a hands-on Generalist as needed. The ideal candidate will have a service-focused mindset to help translate client needs and risk analysis into human resource policies and strategy. This position is responsible for managing 14+ HR Generalists and Specialists who handle HR related functions for clients in multiple geographic locations. This position is also responsible for ensuring successful delivery of HR support to internal corporate departments and serves as a liaison between management, client organizations, and employees. The position oversees staffing, training, performance management, employee relations, claims investigation, worker's compensation, and safety programs. It also develops and administers compensation & benefits programs, creates and implements policies, and supports client business needs. The position will be located in the City of Industry, CA.


  • Lead the HR department to develop and execute best practices, to promote employee engagement, and to limit employment practices liability.
  • Promote expertise, excellence, and growth among the HR department team.
  • Drive effective client services and programs that instill company-wide trust in the HR function.
  • Provide proactive and strategic guidance and support for organizational planning and development initiatives to support key business strategies and initiatives in client groups.
  • Ensure that HR costs and services are aligned with organizational goals.

Position Requirements


  • 15+ years of human resource leadership with exposure to an innovative business model, one that continues to reinvent its business proposition.
  • Proven ability to operate strategically and still have a hands-on approach.
  • Demonstrated success in a multi-state and multi-site organization.
  • Experience managing a large HR team.
  • A minimum of 10 years of successful business partnership at a divisional/executive level with proven success in linking HR strategies to the business.
  • Experience operating in a growing business with a track record of establishing a positive reputation for working effectively across all levels of an organization.
  • Successfully implemented HRMS platforms and as well as programs and processes across a dispersed organization.
  • Successfully implemented new or revised compensation and benefits programs.
  • Strong business acumen, ability to assess risk, excellent interpersonal skills.
  • Bachelor’s degree in Human Resources Management or equivalent and SPHR certification are required. Master’s degree in Business is preferred.
