In accordance with Federal, State, and the Public Health Foundation Enterprises policies and procedures, performs breastfeeding support by staffing the breastfeeding help line, managing the breast pump program, and providing support to the Employee Perinatal Program and the Peer Counselor Program.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include the following. Other duties may be assigned.


40%   Answers incoming calls to the breastfeeding help line; provides accurate information, counseling and referrals to those who call and documents appropriately. Assesses clients’ needs for home visits or additional follow-up and coordinates with staff that provide these services to the clients. Refers and triages specialized breastfeeding problems to an appropriate referral source. Provides on going breastfeeding follow up calls as appropriate.  Maintains accurate records.


25%   Coordinates all aspects of the PHFE WIC breast pump program; and assesses clients’ needs for breast pumps; refers to appropriate staff for breast pump distribution and enters information in the breast pump data base.


25%   Enrolls newborns into the WIC program, conducts the newborn breastfeeding assessment, determines and/or issues food package, documents in ISIS and triages specialized breastfeeding problems to an appropriate referral source.

10%  Provides administrative support including reports, survey calls, material preparation for the employee perinatal program, the breastfeeding peer counselor program and other breastfeeding related projects.

Position Requirements

  • Must have a minimum of two years of work experience as a PHFE WIC Nutrition Program Assistant.
  • Must have a Lactation Education Certificate (CLE) or equivalent credential.

  • Excellent English and Spanish verbal skills.
  • Reads and understands instructions, correspondence, and memos.
  • Clearly and concisely expresses information and thought in written form, and over the phone.
  • Effectively presents information in one-on-one and small group situations to customers, clients, and other employees of the organization.

  • Processes voicemail and email in a timely manner.
  • Keeps supervisors and co-workers adequately informed.
  • Attends to detail and follow-up.
  • Maintains positive work atmosphere by communicating in a manner that promotes cooperation and understanding with clients, customers, co-workers and supervisors.
  • Maintains customer and employee confidence and protects WIC operations by keeping information confidential.
  • Follows PHFE WIC policies and procedures and supports PHFE WIC’s goals and values.
  • Follows instructions and responds to management direction.


Mathematical Skills

  • Ability to perform basic arithmetic operations.


Computer Skills

  • Ability to use computer applications like MS Outlook, MS Excel, MS Word and MS PowerPoint.
  • Ability to use PHFE WIC internal computer applications and other software products as needed to perform job tasks.
  • Thorough understanding of the Peer Counselor and Breast pump data bases.



Reasoning Ability, Problem Solving and Decision Making

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
  • Ability to problem solve while dealing with the demands of the job.
  • Ability to deal with unresolved situations, frequent change, delays, or unexpected events.
  • Ability to attend to detail and follow-up.


Certificates, Licenses and Registrations

  • Must have the legal right to work in the United States. 
  • Must be able to secure timely transportation to fulfill the requirements of the essential job duties for this position (e.g. floating to other WIC Centers, training modules, seminars, meetings, outreach, main office and transporting supplies).
